Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017, for Tuesday, 24 October, starting at 10 am.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Marjana Maras, Slavisa Ristic, Olena Papuga, Radoslav Milojicic, Milija Miletic, Marinika Tepic, Bosko Obradovic, Nemanja Sarovic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to adopt the following agenda:

  1. Bill on Dual Education, submitted by the Government;
  2. Bill amending and modifying the Law on Preschool Education, submitted by the Government;
  3. Bill amending and modifying the Law on Primary Education, submitted by the Government;
  4. Bill amending and modifying Law on Secondary Education, submitted by the Government;
  5. Bill on the Confirmation of the Loan Agreement (Inclusive Early Childhood Education and Care Project) between the Republic of Serbia and the International Reconstruction and Development Bank, submitted by the Government;
  6. Bill on the Confirmation of the Convention on Nuclear Safety, submitted by the Government;
  7. Bill on the Confirmation of the Joint Convention on the Safety of Spent Fuel Management and Safety of Radioactive Waste, submitted by the Government;
  8. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic;
  9. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic;
  10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group;
  11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group;
  12. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Enough is Enough Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Vladimir Orlic to complete a joint debate in principle and single debate on items 1 through 7, as well as a joint single debate on items 8 through 12 on the agenda.

The National Assembly proceeded to commence the joint debate in principle and single debate on items 1 through 7 on the agenda which were presented by Minister of Education, Science and Technological Development Mladen Sarcevic, representative of the submitter.

On the second day of the proceedings, 25 October, the National Assembly conducted the joint debate in principle and single debate on items 1 through 7 on the agenda.

On the third day of the proceedings, 26 October, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Maja Videnovic, Zoran Zivkovic, Enis Imamovic, Dr Sanda Raskovic Ivic, Marko Djurisic, Bosko Obradovic, Aleksandar Stevanovic, Aleksandar Seselj, Marijan Risticevic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

National Assembly Deputy Speaker Veroljub Arsic greeted, on the behalf of the MPs and himself, the students and professors of the Faculty of Law of Széchenyi István University from Győr, who followed part of the National Assembly sitting from the gallery of the Grand Hall.

The National Assembly went on to conduct and conclude the joint debate in principle and single debate on items 1 through 7 on the agenda.

By the end of the workday the National Assembly had also completed a joint single debate on items 8 through 12 on the agenda.

On the fourth day of the proceedings, 31 October, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Slavisa Ristic, Aleksandra Cabraja, Nada Lazic, Dr Predrag Jelenkovic, Marko Djurisic, Milija Miletic, Vladimir Djuric, Zoran Radojicic, Goran Ciric, Aleksandar Seselj, Nedjo Jovanovic and Goran Pekarski requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced a debate in detail on the Bill on Dual Education.

The Chair, National Assembly Deputy Speaker Djordje Milicevic greeted, on the behalf of the MPs and himself, the members of the Islamic Republic of Iran’s Parliamentary Friendship Group with Serbia who followed part of the National Assembly sitting from the gallery of the Grand Hall.

For the remainder of the workday the National Assembly conducted the debate in detail on the Bill on Dual Education.

On the fifth day of the proceedings, 1 November, the MPs continued the debate on the amendments submitted to the Bill on Dual Education.

The National Assembly conducted the debate on the amendments to the Bill for the remainder of the workday.

On the sixth day of the proceedings, 2 November, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, Prof. Dr Vojislav Seselj, Marinika Tepic, Miroslav Aleksic, Djordje Vukadinovic, Natasa Micic, Dr Muamer Bacevac, Branka Stamenkovic, MA Aleksandra Jerkov, Prof. Dr Miladin Sevarlic, Marijan Risticevic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Veroljub Arsic greeted, on the behalf of the MPs and himself, the teachers and students of “Rudjer Boskovic” Elementary, participants of the project “Athens - Belgrade: history and architecture”, who followed part of the National Assembly sitting from the gallery of the Grand Hall.

The National Assembly then continued with the debate in detail on the Bill on Dual Education.

On the seventh day of the proceedings, 3 November, the MPs continued the debate in detail on item 1 on the agenda.

By the end of the day the National Assembly had concluded the debate in detail on items 1, 2, 3 and 4 on the agenda.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Deputy Speaker Djordje Milicevic set Wednesday, 8 November 2017, as Voting Day on all the items on the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017, starting at 10 am.

Voting Day

On Voting Day, 8 November, by majority vote, the National Assembly passed the Bill on Dual Education, Bill amending and modifying the Law on Preschool Education, Bill amending and modifying the Law on Primary Education and the Bill amending and modifying Law on Secondary Education.

The MPs also passed the Bill on the Confirmation of the Loan Agreement (Inclusive Early Childhood Education and Care Project) between the Republic of Serbia and the International Reconstruction and Development Bank, Bill on the Confirmation of the Convention on Nuclear Safety and the Bill on the Confirmation of the Joint Convention on the Safety of Spent Fuel Management and Safety of Radioactive Waste.

The National Assembly went on to adopt the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic on 19 October 2017, Proposal of the Decision amending the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic on18 October 2017, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Enough is Enough Parliamentary Group.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017.
