Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016 for Tuesday, 11 October 2016, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Olena Papuga, Marko Djurisic, Cedomir Jovanovic, Dr Sanda Raskovic Ivic, Zoran Radojicic, Dr Ivan Bauer, Milija Miletic, Sasa Radulovic and Zarko Micin, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Election of members of the Council of the Regulatory Authority for Electronic Media, from the candidate lists submitted by authorised nominators:
    - associations dealing with freedom of expression and the protection of children,
    - associations of electronic media publishers and associations of journalists and
    - competent committee of the Parliament of the Autonomous Province of Vojvodina;

  2. Proposal of an authentic interpretation of the provision of Article 6 of the Law on acquiring ownership rights of the grounds, facilities and lines of the joint stock company for the production and processing of steel Zelezara Smederevo d.o.o. Smederevo (“RS Official Gazette” No.15/16), submitted by the Committee on Constitutional and Legislative Issues;

  3. Bill on the Confirmation of the Agreement amending and modifying the Loan Agreement between the Government of the Republic of Serbia as Borrower and the Government of the Republic of Azerbaijan as Creditor for the financing of the construction of sections Ljig – Boljkovci, Boljkovci – Takovo and Takovo – Preljina of Highway E-736 in the Republic of Serbia, of 2 February 2012, submitted by the Government;

  4. Bill amending and modifying the Law on Higher Education, submitted by the Government;

  5. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Serbia Parliamentary Group.
The National Assembly commenced the proceedings with the single debate on item 1 on the agenda.

For the remainder of the day, the National Assembly conducted the single debate on the Election of members of the Council of the Regulatory Authority for Electronic Media, from the candidate lists submitted by authorised nominators: associations dealing with freedom of expression and the protection of children, associations of electronic media publishers and associations of journalists and competent committee of the Parliament of the Autonomous Province of Vojvodina.

On the second day of the proceedings, 12 October, the National Assembly conducted and concluded the debate on the Election of members of the Council of the Regulatory Authority for Electronic Media, from the candidate lists submitted by authorised nominators: associations dealing with freedom of expression and the protection of children, associations of electronic media publishers and associations of journalists and competent committee of the Parliament of the Autonomous Province of Vojvodina.

After recess the National Assembly conducted and concluded a debate in principle on the Proposal of an authentic interpretation of the provision of Article 6 of the Law on acquiring ownership rights of the grounds, facilities and lines of the joint stock company for the production and processing of steel Zelezara Smederevo d.o.o. Smederevo.

On the third day of the proceedings, 13 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Fatmir Hasani, Nenad Milic, Miroslav Aleksic, Dr Sanda Raskovic Ivic, Bosko Obradovic, Balsa Bozovic, Marijan Risticevic, Branislav Mihajlovic, Prof. Dr Vojislav Seselj and Mihailo Jokic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a single debate on item 3 on the agenda.

In the course of the sitting, National Assembly Speaker Maja Gojkovic informed the MPs that the seat of the European Commission announced that the city of Novi Sad had been elected European Capital of Culture 2021.

For the remainder of the day’s proceedings the National Assembly conducted and, by the end of the day, concluded the single debate on the Bill on the Confirmation of the Agreement amending and modifying the Loan Agreement between the Government of the Republic of Serbia as Borrower and the Government of the Republic of Azerbaijan as Creditor for the financing of the construction of sections Ljig – Boljkovci, Boljkovci – Takovo and Takovo – Preljina of Highway E-736 in the Republic of Serbia, of 2 February 2012.

As the National Assembly had completed the debate on items 1-3 on the agenda for the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, pursuant to Article 87, paragraph 5 of the National Assembly Rules of Procedure, National Assembly Speaker Maja Gojkovic, set Friday, 14 October 2016, as Voting Day on the first three items on the agenda, starting at 11 am.

Voting Day on the first three items on the agenda

On Voting Day, 14 October, the National Assembly did not elect any of the candidates for a member of the Council of the Regulatory Authority for Electronic Media nominated by associations dealing with freedom of expression and the protection of children.

By 135 votes in favour, the National Assembly elected Goran Pekovic member of the Council of the Regulatory Authority for Electronic Media nominated by associations of electronic media publishers and associations of journalists in the Republic of Serbia and, by 135 votes in favour, Djordje Vozarevic member of the Council of the Regulatory Authority for Electronic Media nominated by the competent committee of the Parliament of the Autonomous Province of Vojvodina.

Following the election National Assembly Speaker Maja Gojkovic congratulated the elected members of the Council of the Regulatory Authority for Electronic Media on the behalf of the MPs and herself, and wished them success.

By majority vote, the National Assembly passed the Proposal of an authentic interpretation of the provision of Article 6 of the Law on acquiring ownership rights of the grounds, facilities and lines of the joint stock company for the production and processing of steel Zelezara Smederevo d.o.o. Smederevo (“RS Official Gazette” No.15/16) and the Bill on the Confirmation of the Agreement amending and modifying the Loan Agreement between the Government of the Republic of Serbia as Borrower and the Government of the Republic of Azerbaijan as Creditor for the financing of the construction of sections Ljig – Boljkovci, Boljkovci – Takovo and Takovo – Preljina of Highway E-736 in the Republic of Serbia, of 2 February 2012.

On the fifth day of the proceedings, 18 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dragan Jovanovic, Marinika Tepic, Natasa Micic, Djordje Vukadinovic, Prof. Dr Miladin Sevarlic, Prof. Dr Dragoljub Micunovic, Prof. Dr Vojislav Seselj, Milija Miletic, Sasa Radulovic, Aleksandar Markovic and Ivan Karic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a debate in principle on the Bill amending and modifying the Law on Higher Education.

On the behalf of the submitter, the Bill amending and modifying the Law on Higher Education was elaborated by Minister of Education, Science and Technological Development Mladen Sarcevic.

In the course of the proceedings, the National Assembly completed the debate in principle on the Bill amending and modifying the Law on Higher Education.

By the end of the day’s work the National Assembly also completed a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Serbia Parliamentary Group.

On the sixth day of the proceedings, 20 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Dubravka Filipovski, Marinika Tepic, Marko Djuric, Srdjan Nogo, MA Aleksandra Jerkov, Milan Lapcevic, Vladimir Djuric, Nedjo Jovanovic, Prof. Dr Vojislav Seselj and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a debate in detail on the Bill amending and modifying the Law on Higher Education.

By the end of the day’s work, the National Assembly completed the debate in detail on item 4 on the agenda.

On the seventh day of the proceedings, 21 October, the National Assembly included into its agenda as item 6, the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic.

The National Assembly then proceeded to complete single debates on items 5 and 6 on the agenda.

As the National Assembly had completed the debate on all the items on the agenda, as well as voted on the first three, National Assembly Speaker Maja Gojkovic set Friday, 21 October, as Voting Day on the remaining items on the agenda for the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, starting at 10.10 am.

Voting Day

On Voting Day, 21 October, the National Assembly passed, by majority vote, the Bill amending and modifying the Law on Higher Education, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia and the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016.
