Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019, for Wednesday, 20 March, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Bill on the Financing of the Autonomous Province of Vojvodina, submitted by MPs Nenad Canak, Olena Papuga and Nada Lazic, and

  2. Proposal of the Resolution of the National Assembly of the Republic of Serbia on Vojvodina, submitted by MPs Nenad Canak, Olena Papuga and Nada Lazic.
The MPs accepted the proposal of National Assembly Speaker Maja Gojkovic to complete a joint debate in principle and single debate on items 1 and 2 on the agenda.

The National Assembly Speaker greeted, on behalf of the MPs and herself, the delegation of the Committee on Science, Education, Culture, Youth and Sport of the Czech Parliament and the delegation of the Group for Cooperation with the Western Balkans of the Polish Parliament, currently in official visit to the National Assembly.

The MPs then proceeded to commence the joint debate in principle and single debate on the Bill on the Financing of the Autonomous Province of Vojvodina and the Proposal of the Resolution of the National Assembly of the Republic of Serbia on Vojvodina, presented by representative of the submitters MP Nenad Canak.

The National Assembly conducted the joint debate in principle and single debate on items 1 and 2 on the agenda for the remainder of the day.

On the behalf of the Government of the Republic of Serbia the sitting was attended by Minister of Agriculture, Forestry and Water Management Branislav Nedimovic.

On the second day of the proceedings, 21 March, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Natasa Sp. Jovanovic, Milija Miletic and Prim. Dr Vlado Babic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly conducted and concluded the joint debate in principle and single debate on items 1 and 2 on the agenda.

On the third day of the proceedings, 26 March, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Dr Muamer Bacevac, Mirjana Dragas, Milija Miletic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly completed a debate in detail on both items on the agenda – Bill on the Financing of the Autonomous Province of Vojvodina and the Proposal of the Resolution of the National Assembly of the Republic of Serbia on Vojvodina, submitted by MPs Nenad Canak, Olena Papuga and Nada Lazic.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Deputy Speaker Veroljub Arsic set Tuesday, 26 March, as Voting Day on all the items on the agenda of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 3.15 pm.

Voting Day

On Voting Day, 26 March, the National Assembly passed neither the Bill on the Financing of the Autonomous Province of Vojvodina, nor the Proposal of the Resolution of the National Assembly of the Republic of Serbia on Vojvodina, submitted by MPs Nenad Canak, Olena Papuga and Nada Lazic.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic, concluded the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.
