Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, for Monday, 26 March, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Bill on National Qualifications Framework of the Republic of Serbia, submitted by the Government;
  2. Bill on Textbooks, submitted by the Government;
  3. Bill on School Inspection, submitted by the Government;
  4. Bill on Electronic Government, submitted by the Government;
  5. Bill on National Spatial Data Infrastructure, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on all the items on the agenda.

On the second day, 27 March, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Miroslav Aleksic, Marinika Tepic, Slavisa Ristic, Dr Predrag Jelenkovic, Haji Milorad Stosic, Dr Ana Stevanovic, Bosko Obradovic, Gordana Comic, Marijan Risticevic, Aleksandar Seselj, Djordje Milicevic and Goran Pekarski requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence a joint debate in principle on all the items on the agenda, which were presented by Minister of Education, Science and Technological Development Mladen Sarcevic and Minister of Public Administration and Local Self-Government Branko Ruzic as representatives of the submitter.

On the third day of the proceedings, 28 March, the MPs continued the joint debate in principle on all the items on the agenda.

By the end of the day the National Assembly had concluded the joint debate in principle on items 1, 2, 3, 4 and 5 on the agenda.

On the fourth day of the proceedings 29 March, in line with article 205, paragraph 1, of the National Assembly Rules of Procedure, the MPs posed questions to the Government of the Republic of Serbia, between 4 and 7 pm.

On the fifth day of the proceedings, 2 April, the National Assembly commenced and for the remainder of the day conducted a debate in detail on item 1 on the agenda - Bill on National Qualifications Framework of the Republic of Serbia.

The proceedings were attended by Minister of Education, Science and Technological Development Mladen Sarcevic, representative of the submitter.

On the sixth day, 3 April, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Sanda Raskovic Ivic, Goran Ciric, Prof. Dr Milorad Mijatovic, Fatmir Hasani, Prof. Dr Vojislav Seselj, Sonja Pavlovic, Miroslav Aleksic, Djordje Komlenski, MA Ivan Kostic, Tatjana Macura, Dr Danica Bukvic and Dr Aleksandar Martinovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and for the remainder of the day conducted the debate in detail on the Bill on National Qualifications Framework of the Republic of Serbia.

On the seventh day of the proceedings, 4 April, the National Assembly conducted and concluded the debate in detail on the Bill on National Qualifications Framework of the Republic of Serbia, Bill on Textbooks, Bill on School Inspection, Bill on Electronic Government, and the Bill on National Spatial Data Infrastructure.

On the eighth day of the proceedings, 5 April, before moving onto the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Marinika Tepic, Snezana Paunovic, Dr Dragan Vesovic, MA Aleksandra Jerkov, Milija Miletic, Natasa Sp. Jovanovic and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Pursuant to Article 168, paragraph 3, of the National Assembly Rules of Procedure, by majority vote the National Assembly included into the agenda as item 6 the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group.

As the National Assembly had completed the debate in principle and detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Djordje Milicevic set Thursday, 5 April 2018, as Voting Day on all the items on the agenda of the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 10.48 am.

Voting Day

On Voting Day, 5 April, by majority vote, the National Assembly passed the Bill on National Qualifications Framework of the Republic of Serbia, Bill on Textbooks, Bill on School Inspection, Bill on Electronic Government, Bill on National Spatial Data Infrastructure as well as the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018.
