Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, for Tuesday, 8 March 2011, starting at 3 p.



The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, for Tuesday, 8 March 2011, starting at 3 p.m.

The National Assembly set the following agenda:

1. The Bill amending and modifying the Law on the Government, submitted by the Government;

2. The Bill on Ministries, submitted by the Government.

At the beginning of the proceedings, at the proposal of the Administrative Committee, the National Assembly noted the existence of sufficient grounds to verify the term of office of deputy Mladjan Dinkic, elected from the For European Serbia – Boris Tadic electoral list.

By a majority of votes, the National Assembly decided to complete a joint debate in principle on the Bill amending and modifying the Law on the Government and the Bill on Ministries.

The National Assembly commenced the joint debate in principle on items 1 and 2 on the agenda. On the behalf of the submitter, the Bills were elaborated by Minister of Public Administration and Local Self-Government Milan Markovic. The Minister said that the reasons for these Bills stem from the need to create the legal conditions which would enable a higher degree of concentrated political action by the Government, ensure higher efficiency and more rational organisation of administrative bodies. The public administration system is planned to comprise the following ministries: Ministry of Foreign Affairs, Ministry of Defence, Ministry of the Interior, Ministry of Finance, Ministry of Justice, Ministry of Agriculture, Trade, Forestry and Water Management, Ministry of Economy and Regional Development, Ministry of Infrastructure and Energy, Ministry of Public Administration, Local Self-Government and Human and Minority Rights, Ministry of Education and Science, Ministry of Youth and Sport, Ministry of Health, Ministry of Labour and Social Policy, Ministry of Environment, Mining and Spatial Planning, Ministry of Culture, Information and Information Society, Ministry of Kosovo-Metohija and Ministry of Religions and the Diaspora.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic informed the deputies that a new Parliamentary Group had been formed at the National Assembly – United Regions of Serbia – G17 Plus and Together for Sumadija, comprising 24 deputies: Mladjan Dinkic, Suzana Grubjesic, Simo Vukovic, Dragi Damnjanovic, Viorel Zura, Nebojsa Zdravkovic, Zeljko Ivanji, Vladimir Ilic, Branislav Jovanovic, Branislav Mitrovic, Sasa Milenic, Nikola Novakovic, Jovan Nesovic, Miroslava Pejica, Stojanka Petkovic, Elizabet Paunovic, Gordana Rajkov, Miljan Randjelovic, Snezana Sedlar, Vlajko Senic, Stevica Spajic, Veroljub Stevanovic, Jelena Travar and Serif Hamzagic.

For the remainder of the day the National Assembly conducted the joint debate in principle on items 1 and 2 on the agenda.


On the second day of work, 9 March, the National Assembly continued the session with a joint debate in principle on the Bill amending and modifying the Law on the Government and the Bill on Ministries.

By the end of the day the deputies had completed the joint debate in principle on the Bills.

On the third day of work, 10 March, the National Assembly commenced a debate on the particulars on the Bill amending and modifying the Law on the Government.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Sinisa Stamenkovic, Bojan Djuric, Miroslav Markicevic, Jovan Palalic, Jorgovanka Tabakovic and Boris Aleksic requested information and explanations in line with article 286 of the Rules of Procedure.

For the remainder of the day the National Assembly conducted the debate on the particulars on the Bill amending and modifying the Law on the Government.

On the fourth day of work, 11 March, the National Assembly conducted and completed a debate on the particulars on the Bill amending and modifying the Law on the Government and the Bill on Ministries.

As the National Assembly had completed the discussion in principle and on the particulars on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Friday, 11 March 2011, as Voting Day on the items on the agenda for the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, starting at 3 p.m.

Voting Day

On Voting Day, 11 March, the National Assembly adopted the Bill amending and modifying the Law on the Government and the Bill on Ministries, by a majority of votes.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011 and informed the deputies that the continuation of the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011 is scheduled for Monday, 14 March, starting at 10 a.m.
