Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2015

At the request of the Government of the Republic of Serbia, National Assembly Speaker Maja Gojkovic convened the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2015 for Monday, 19 January 2015, starting at 4 pm.


The request to hold the Second Extraordinary Session set the following agenda:

1. Bill amending and modifying the Law on Public Notary Service, submitted by the Government;
2. Bill amending and modifying the Law on Real Estate Trade, submitted by the Government;
3. Bill amending and modifying the Law on Extra-Judicial Proceedings, submitted by the Government;
4. Bill amending and modifying the Family Law, submitted by the Government;
5. Bill amending and modifying the Inheritance Law, submitted by the Government;
6. Bill amending the Law on Organization and Jurisdiction of Government Authorities in War Crimes Proceedings, submitted by the Government.

The National Assembly accepted the proposal of MP Aleksandar Jugovic to complete a joint debate in principle on all the items on the agenda.

The Chair, National Assembly Speaker Maja Gojkovic greeted, on the behalf of the National Assembly of the Republic of Serbia, the presidents of the lawyers’ chambers in Serbia who followed the session from the gallery of the Grand Hall.

The National Assembly then proceeded to commence the joint debate in principle on items 1 through 6 on the agenda - the Bill amending and modifying the Law on Public Notary Service, Bill amending and modifying the Law on Real Estate Trade, Bill amending and modifying the Law on Extra-Judicial Proceedings, Bill amending and modifying the Family Law, Bill amending and modifying the Inheritance Law and the Bill amending the Law on Organization and Jurisdiction of Government Authorities in War Crimes Proceedings.

Minister of Justice Nikola Selakovic provided the rationale for the bills as representative of the submitter.

By the end of the day, the National Assembly had concluded the joint debate in principle on items 1 through 6 on the agenda for the session.

On the second day of the proceedings, 21 January, the National Assembly conducted a debate in detail on items 1 through 6 on the agenda.

At the beginning of the proceedings, National Assembly Speaker Maja Gojkovic greeted the members of the Executive Board of the Belgrade Bar Chamber who followed part of the session.

Minister of Justice Nikola Selakovic attended the session on the behalf of the submitter.

By the end of the day, the National Assembly had concluded the debate in detail on items 1 through 6 on the agenda.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Wednesday, 21 January 2015, as Voting Day on all the items on the agenda for the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at 2 pm.

Voting Day

On Voting Day, 21 January, by a majority vote, the National Assembly passed the Bill amending and modifying the Law on Public Notary Service, Bill amending and modifying the Law on Real Estate Trade and the Bill amending and modifying the Law on Extra-Judicial Proceedings.

By a majority vote, the National Assembly also passed the Bill amending and modifying the Family Law, Bill amending and modifying the Inheritance Law, as well as the Bill amending the Law on Organization and Jurisdiction of Government Authorities in War Crimes Proceedings.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic, concluded the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
