Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2010

At the request of the Government of the Republic of Serbia, the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2010, for Monday, 7 June 2010, starting at 11 a. m.



At the request of the Government of the Republic of Serbia, the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2010, for Monday, 7 June 2010, starting at 11 a.m.

The Request to hold the extraordinary session specified the following agenda:

1. The Bill on Electronic Communication,

2. The Bill on the Confirmation of the Agreement on Establishment of the Regional School of Public Administration (RESPA),

3. The Bill amending and modifying the Law on Higher Education,

4. The Bill on Court Experts,

5. The Bill amending and modifying the Law on the National Bank of Serbia,

6. The Bill on the Confirmation of the Memorandum of Consent between the Republic of Serbia and the European Community on the Participation of the Republic of Serbia in the Community Programme “Development of Information Communication Technologies Policy Support Programme (ICT PSP) of the Competitiveness and Innovation Framework Programme (CIP) (from 2007 to 2013)”,

7. The Proposal of the Decision on the Adoption of the Annual Plan for the Use of the Serbian Army and Other Defense Forces in Multinational Operations in 2010,

8. The Proposal of the Decision on the Participation of Serbian Army Personnel in Multinational Operations in 2010.

By a majority of votes, the National Assembly decided to complete a joint discussion in principle and unified discussion on items 1 through 6 on the agenda, as well as a joint unified discussion on items 7 and 8 on the agenda.

The Bill on Electronic Communication was presented by Minister of Telecommunications and Information Society Jasna Matic.

The National Assembly Speaker informed the deputies that part of the sitting was being viewed from the gallery of the Great Hall of the National Assembly House, by a group of students of the Law Faculty and Faculty of Political Sciences of Singidunum University in Belgrade.

By the end of the day, the National Assembly had completed a joint discussion in principle and unified discussion on the Bill on Electronic Communication and the Bill on the Confirmation of the Memorandum of Consent between the Republic of Serbia and the European Community on the Participation of the Republic of Serbia in the Community Programme “Development of Information Communication Technologies Policy Support Programme (ICT PSP) of the Competitiveness and Innovation Framework Programme (CIP) (from 2007 to 2013)”.

In the morning of the second day of work, 9 June, the National Assembly completed a unified discussion on the Bill on the Confirmation of the Agreement on Establishment of the Regional School of Public Administration (RESPA).

The Bill was explained by the Minister of Public Administration and Local Self-Government Milan Markovic.

The National Assembly went on to conduct a discussion in principle on the Bill amending and modifying the Law on Higher Education.

Elaborating the proposed amendments and modifications, Minister of Education Zarko Obradovic expressed belief that they would contribute to the improvement of the system of higher education in Serbia.

On the third day of work, 10 June, the National Assembly conducted and completed the discussion in principle on the Bill amending and modifying the Law on Higher Education.

At the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups Dragan Todorovic and Dragan Sormaz requested information and explanations in line with article 235.

In the afternoon part of the sitting, the National Assembly conducted a discussion in principle on the Bill on Court Experts. The Bill was explained to the deputies by Minister of Justice Snezana Malovic.


On the fourth day, 11 June, the deputies continued the session with a discussion in principle on the Bill on Court Experts.

In the morning part of the proceedings, the National Assembly completed the discussion in principle on the Bill on Court Experts and commenced a discussion in principle on the Bill amending and modifying the Law on the National Bank of Serbia. The Governor of the National Bank of Serbia Radovan Jelasic interpreted the Bill for the deputies on the behalf of the submitters.

The National Assembly conducted the discussion in principle on the Bill amending and modifying the Law on the National Bank of Serbia for the remainder of the day.

On the fifth day of work, 15 June, the National Assembly continued the discussion in principle on the Bill amending and modifying the Law on the National Bank of Serbia.

At the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups Suzana Grubjesic, Srdjan Milivojevic, Zoran Nikolic, Dragan Sormaz, Dragan Todorovic, Ivan Andric and Velimir Ilic requested information and explanations in line with article 235 of the Rules of Procedure.

In the morning, the National Assembly concluded the discussion in principle on the Bill amending and modifying the Law on the National Bank of Serbia.

The National Assembly went on to conduct and conclude the joint unified discussion on the Proposal of the Decision on the Adoption of the Annual Plan for the Use of the Serbian Army and Other Defense Forces in Multinational Operations in 2010 and the Proposal of the Decision on the Participation of Serbian Army Personnel in Multinational Operations in 2010.

These Bills were elaborated by Minister of Defense Dragan Sutanovac.

National Assembly Deputy Speaker Gordana Comic informed the deputies that part of the sitting was attended by the students of the Belgrade High Technical School.

On the sixth day of work, 16 June, the National Assembly commenced a discussion in detail on the Bill on Electronic Communication.

On the seventh day, 17 June, before moving on to the agenda, deputies Milos Radulovic, Dragan Todorovic and Zoran Ostojic exercised their right under article 235 of the Rules of Procedure and requested information and explanations from various governmental institutions.

The National Assembly continued the session with a discussion in detail on the Bill on Electronic Communication. In the morning part of the proceedings the deputies completed the discussion on the amendments submitted to the Bill and commenced a discussion on the amendments submitted to the Bill amending and modifying the Law on Higher Education.

For the remainder of the day, the National Assembly conducted the discussion on the particulars of the Bill amending and modifying the Law on Higher Education.

On the eighth day of work, 22 June, the National Assembly completed the discussion on the particulars of the Bill amending and modifying the Law on Higher Education.

At the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups Vlajko Senic, Vjerica Radeta, Milos Radulovic, Srdjan Spasojevic and Nada Kolundzija requested information and explanations in line with article 235 of the Rules of Procedure.

In the afternoon part of the sitting the National Assembly completed a discussion on the particulars of the Bill on Court Experts.

On the ninth day, 23 June, the National Assembly commenced a discussion on the amendments submitted to the Bill amending and modifying the Law on the National Bank of Serbia.

By the end of the day, the National Assembly had completed the discussion on the amendments submitted to the Bill.

Since the National Assembly had completed the discussion in principle and on the particulars on all the items on the agenda, National Assembly Deputy Speaker Gordana Comic set Tuesday, 29 June 2010, as Voting Day on all the items on the agenda for the Second Extraordinary Session of the National Assembly in 2010, starting at 10 a.m.

Voting Day

On Voting day, 29 June 2010, the National Assembly adopted the Bill on Electronic Communication, Bill on the Confirmation of the Agreement on Establishment of the Regional School of Public Administration (RESPA), Bill amending and modifying the Law on Higher Education, Bill on Court Experts, Bill amending and modifying the Law on the National Bank of Serbia, Bill on the Confirmation of the Memorandum of Consent between the Republic of Serbia and the European Community on the Participation of the Republic of Serbia in the Community Programme “Development of Information Communication Technologies Policy Support Programme (ICT PSP) of the Competitiveness and Innovation Framework Programme (CIP) (from 2007 to 2013)”, Proposal of the Decision on the Adoption of the Annual Plan for the Use of the Serbian Army and Other Defense Forces in Multinational Operations in 2010, as well as the Proposal of the Decision on the Participation of Serbian Army Personnel in Multinational Operations in 2010.

The National Assembly also ruled on the violations of the Rules of Procedure the deputies complained of during the session and decided that the Rules of Procedure had not been violated in any of the cases.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, the National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2010.
