Resolution on Combat against Illicit Human Organ Trafficking Submitted by National Assembly Standing Delegation to OSCE PA Adopted

On the third day of the OSCE Parliamentary Assembly session, the General Committee on Democracy, Human Rights and Humanitarian Questions considered the Draft Resolution on Combat against Illicit Human Organ Trafficking, submitted by Suzana Grubjesic, head of the Serbian National Assembly’s standing delegation to the OSCE Parliamentary Assembly.

Delegation head Grubjesic presented the Draft Resolution recommending an urgent comprehensive and independent international investigation into the kidnappings and crimes which would, in cooperation with UNMIK, EULEX and other relevant institutions, provide information, facts and documents on the crimes of kidnapping and illicit trade in human organs in Kosovo-Metohija, explained Grubjesic. The Serbian delegation head stressed that a Council of Europe mandate is the only way to guarantee that the investigation would not be limited by mandate or jurisdiction issues as EULEX has no right to investigate outside of Kosovo, and without a Council of Europe mandate other states would have no reason to allow an investigation on their territory. The Council of Europe mandate is essential for the success of the investigation and an inseparable part of the demand for justice, concluded Grubjesic. In her address, Grubjesic called on the OSCE PA to fully support the activities of the OSCE special representative and coordinator for combat against human organ trafficking, as well propose that the OSCE investigate and record cases of illicit trafficking in human organs in its area so as to prepare a study outlining the scope of this crime against humanity.

The address of the Serbian delegation head was followed by a discussion in the course of which the PA delegates present condemned the murders of individuals for the purpose or organ trade stressing that it is a grave crime against humanity. The delegates concluded that the cycle of violence must stop, and the perpetrators must be punished.

The discussion was followed by a debate on the four amendments submitted by the OSCE parliamentarians to the Draft Resolution. Out of these amendments the General Committee on Democracy, Human Rights and Humanitarian Questions accepted two, to Articles 10 and 15 of the Draft Resolution. In addition, General Committee on Democracy, Human Rights and Humanitarian Questions unanimously accepted the Draft Resolution.

The Draft Resolution on Combat against Illicit Human Organ Trafficking will go before the Parliamentary Assembly on Sunday, 10 July, to be voted on for inclusion in the Belgrade Declaration.
