Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013

At the request of 141 MPs, the National Assembly Speaker, Dr Nebojsa Stefanovic, convened the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, for Tuesday, 16 July 2013, starting at noon.


The request to hold the extraordinary session specifies the following agenda:

1. Bill amending and modifying the Law on State Survey and Cadastre, submitted by the Government,

2. Bill on Misdemeanours, submitted by the Government,

3. Proposal of the Decision on the election of judges elected to judicial office for the first time, submitted by the High Judicial Council,

4. Proposal of the Decision on the Election of Deputy Public Prosecutor, submitted by the State Prosecutorial Council, and

5. Nomination for the Election of Anti-Corruption Agency Board Member, submitted by the President of the Republic.

Before moving on to address the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Aleksandar Jugovic, Neven Cveticanin, Vladimir Ilic, Natasa Micic, Milan Lapcevic, Snezana Bogosavljevic Boskovic, Sinisa Lazic and Miodrag Linta, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly accepted the proposal of MP Vladimir Marinkovic to complete a joint debate in principle and single debate on items 2, 3, 4 and 5 on the agenda for the session.

In the morning part of the proceedings the National Assembly commenced a debate in principle on the Bill amending and modifying the Law on State Survey and Cadastre, which was presented to the MPs by the representative of the submitter, Minister of Construction and Urbanism Velimir Ilic.

For the remainder of the day the National Assembly conducted the debate in principle on the Bill amending and modifying the Law on State Survey and Cadastre.

On the second day of the session, 17 July, in the morning part of the proceedings, the National Assembly continued and completed the debate in principle on the Bill amending and modifying the Law on State Survey and Cadastre.

After recess, the National Assembly commenced and, for the remainder of the day, conducted a joint debate in principle and single debate on the Bill on Misdemeanours, Proposal of the Decision on the election of judges elected to judicial office for the first time, Proposal of the Decision on the Election of Deputy Public Prosecutor and the Nomination for the Election of Anti-Corruption Agency Board Member. The Bill on Misdemeanours was elaborated, on the behalf of the submitter, by Minister of Justice and Public Administration Nikola Selakovic.

The Chair, National Assembly Deputy Speaker Konstantin Arsenovic, reprimanded MP Judita Popovic.

The Chair, National Assembly Deputy Speaker Konstantin Arsenovic, informed the MPs that the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013 will be adjourned in order to hold the Fifth Special Sitting of the National Assembly in 2013, scheduled for Thursday, 18 July, starting at 10 am.

On the third day of the session, 18 July, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Elvira Kovacs, Ranka Savic, Predrag Markovic, Milos Aligrudic, Zvonimir Stevic, Janko Veselinovic and Maja Gojkovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Fort the remainder of the working day the National Assembly conducted the joint debate in principle and single debate on items 2, 3, 4 and 5 on the agenda.

On the fourth day of the session, 22 July, in the morning part of the proceedings, the National Assembly completed the joint debate in principle and single debate on items 2, 3, 4 and 5 on the agenda.

The National Assembly went on to commence and, by the end of the day, conclude a debate in detail on the Bill amending and modifying the Law on State Survey and Cadastre.

On the fifth day of the session, 24 July, the National Assembly completed a debate in detail on the Bill on Misdemeanours.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda for the session, the Chair, National Assembly Deputy Speaker Vesna Kovac set Thursday, 25 July, as Voting Day on the items on the agenda for the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, starting at 11 am.

Voting Day

On Voting Day, 25 July, by a majority of votes, the National Assembly adopted the Bill amending and modifying the Law on State Survey and Cadastre and the Bill on Misdemeanours.

By a majority of votes, the MPs also adopted the Proposal of the Decision on the election of judges elected to judicial office for the first time and the Proposal of the Decision on the Election of Deputy Public Prosecutor.

By a majority of votes, the National Assembly elected Prof. Dr Dragana Kolaric member of the Anti-Corruption Agency Board.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Nebojsa Stefanovic concluded the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013.
