National Assembly Speaker with Delegation of Venice Commission and ODIHR: Elections in Serbia Conducted Under Best Conditions to Date

The Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic met today with representatives of the Venice Commission and the OSCE Office for Democratic Institutions and Human Rights (ODIHR). The cooperation between the National Assembly and the Venice Commission was deemed active and successful, especially during the preparation of the Act on the amendment of the Constitution of the Republic of Serbia.


Speaking about the conditions provided for the general elections in Serbia in 2022, Dr Orlic pointed out that all the measures defined through the inter-party dialogue were implemented through changes to the corresponding legal regulations. "Absolutely everything that was agreed upon in the inter-party dialogue was fulfilled and everyone turned out for the elections under electoral conditions that were the best since the introduction of multi-partyism in our country," said Dr Orlic. He also said that some solutions were introduced in Serbia for the first time in these elections, and that, in this sense, there are no similar comparable examples in other countries. As an example, he pointed out the increased number of representatives of opposition lists in the Republic Electoral Commission, whose permanent composition provided a significant number of seats even for non-parliamentary opposition parties, which has never been the case before. A special body was formed that supervised the work of the media during the election campaign, headed by a representative of the opposition and comprised of representatives of the opposition electoral lists and REM, without representatives of the ruling parties. "No one has ever done that in our country either, we introduced it for the first time this year," said the Serbian Parliament Speaker.

Dr Orlic noted that the introduction of these and numerous other innovations has enabled the achievement of highest democratic standard since the introduction of multi-party politics in Serbia. "The best indicator of what all the participants in the elections think about the conditions we provided is the fact that all the members of the Republic Electoral Commission, including all the representatives of the opposition electoral lists, unanimously voted to approve the final election results. This has never happened before," said the Serbian Parliament Speaker.

He said he expected that the cooperation between the National Assembly of the Republic of Serbia and the Venice Commission would continue in the future.

The representatives of the Venice Commission and ODIHR are to have a series of meetings with representatives of parliamentary groups in the National Assembly of the Republic of Serbia, to discuss the election laws adopted by the Serbian Assembly in 2021 and 2022.
