National Assembly Delegation at Second International Forum “Development of Parliamentarism” in Moscow

National Assembly delegation comprising National Assembly Deputy Speaker Djordje Milicevic, head of the PFG with Russia MA Milovan Drecun and member of the PFG with Russia Jovan Palalic is taking part in the second International Forum “Development of Parliamentarism” in Moscow, Russian Federation, 1 – 3 July 2019, at the invitation of the Russian State Duma.


In the panel on the development, tenets and principles of international cooperation, Deputy Speaker Milicevic drew attention to the growing trend of parliamentarism and parliamentary diplomacy in the global context, opining that parliamentary diplomacy and the role of the parliament in international relations, as well as that of parliamentarians as direct representatives of the citizens in the wide spectre of international activity, is sure to deepen in the future. In line with the state policy of the Republic of Serbia, the National Assembly stands, with firm principle and consistence, for the principle of equality and free and equitable cooperation on the international scene, without the use of sanctions as tools of coercion. Parliamentary organizations and institutions are the places to seek solutions through dialogue which has been proven time and time again as the best and only correct way to overcome open issues. Serbia is determined to remain consistent and firm in its promotion of the fundamental principles of international relations and responsibly develop cooperation at all levels with all of its friends and interested partners. The Republic of Serbia’s position is transparent and aimed at one supreme goal – to actively and progressively work toward maintaining and promoting peace and stability. The Republic of Serbia stands for a just world of equal partners working in their common interests.

MP and member of the National Assembly’s PFG with Russia Jovan Palalic highlighted the importance of the parliament as the key democratic institution and the need to keep it independent of the executive, as well as the free activity of the parliamentarians as representatives of the citizens and protectors of democracy. He denounced the policy of sanctions and pressures, stressing that Serbia itself suffered the bitter experience of sanctions and bombing. MPs Milicevic and Palalic stressed that the Republic of Serbia will continue to defend its territorial integrity and sovereignty, and with it the universal principles of international law, and thanked the Russian Federation and the attending countries for not recognizing the unilaterally declared independence of Kosovo-Metohija.

The head of the National Assembly’s PFG with Russia and its standing delegation to the Parliamentary Assembly of the Collective Security Treaty Organisation MA Milovan Drecun met with the head of the Russian Federation Council’s PFG with Serbia Valery Ryazansky and the head of the State Duma’s PFG with Serbia Valery Ivanov. The officials affirmed the excellent bilateral relations between the Republic of Serbia and the Russian Federation, stressing the importance of the two parliaments’ friendship groups. They also set concrete objectives for the PFGs' cooperation and activity plans for the coming period. MA Drecun also spoke at the panel on international security, highlighting the complexity of contemporary security challenges that requires concentrated efforts. He denounced extremism and separatism in all their forms and thanked the Russian Federation for respecting Serbia’s territorial integrity and sovereignty.
