The Head of the Serbian delegation to the Parliamentary Assembly of the Council of Europe, Biljana Pantic Pilja, and delegation member Aleksandar Mirkovic took part in the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe (PACE) meeting held in Paris on 3 March 2025.
One of the topics discussed was "Pegasus and similar spyware and secret State surveillance". Dusan Pokusevski, Programme Director of the Belgrade Centre for Human Rights, and Milena Beric, Executive Director of the Krokodil Association, took part. Regarding the allegations of the alleged use of NoviSpy spyware in Serbia, Biljana Pantic Pilja pointed out the following:
"The security and police services of the Republic of Serbia act exclusively in accordance with the Constitution and laws, especially the Criminal Procedure Code, which clearly defines the conditions and procedures for obtaining evidence. Any application of special evidentiary actions, including the surveillance of electronic communications, is possible only with a court decision and within strictly defined legal frameworks.
Allegations of illegal surveillance are false and malicious, and it is necessary to await the prosecutor's decision. All activities of state bodies are subject to democratic and judicial control, while insinuations to the contrary represent an attempt to damage the reputation of the institutions.
Serbia remains committed to protecting the rights and freedoms of all of its citizens, and we resolutely reject any attempt to discredit the institutions. Without a decision from the prosecutor, it is all just unsubstantiated rumours."
