National Assembly Delegation at Interparliamentary Seminar in Brussels

The Pre-Accession Action Department of the European Parliament’s Directorate-General for External Policies of the Union and the European Ombudsman’s Office co-organised the interparliamentary seminar on The Ombudsman’s Role in Modern Parliamentary Democracy: A Regional Perspective, held in Brussels, on 18 and 19 November.


The interparliamentary seminar was intended for the parliamentarians from the Western Balkans and Turkey, national ombudsmen from the Western Balkans and MEPs. The seminar was attended by delegations of the competent parliamentary committees from the Western Balkans and Turkey – Albania, Bosnia and Herzegovina, Macedonia, Serbia, Montenegro and Turkey. Among the attendees were also the national ombudsmen of France, Poland, Estonia, European Ombudsman Emily O’Reilly and the national ombudsmen from the Western Balkans. On the behalf of the Serbian Ombudsman the seminar was attended by Mina Rolovic Jocic, Ombudsman’s Chief-of-Staff.

The National Assembly delegation comprised Meho Omerovic, Chairman of the Committee on Human and Minority Rights and Gender Equality, Aleksandar Senic, Chairman of the European Integration Committee, Vesna Markovic, member of the European Integration Committee, and Biljana Ilic Stosic, member of the Committee on the Judiciary, Public Administration and Local Self-Government.

Speaking of the role of the Ombudsman in the legal system of the Republic of Serbia, Meho Omerovic said that the cooperation of the National Assembly’s competent committees and the Ombudsman’s office has seen significant improvement 2014 and 2015. The 2015 Progress Report on Serbia is very positive in that sense and in it Serbia is commended for its improved cooperation with the Ombudsman and urged for further cooperation. He added that monitoring the implementation of the National Assembly’s conclusions on the reports of the independent state bodies, including the Ombudsman, is one of the directions to follow in the future.

The participants agreed that the unimpeded functioning of national ombudsmen is an important part of the legal system of any country, as they supervise the work of the state authorities and protect the citizens’ rights. That is why the ombudsmen’s offices in the Western Balkans and EU member states should have the full support of the national parliaments.

The interparliamentary seminar was chaired by Ulrike Lunacek, Vice-President of the European Parliament responsible for the Western Balkans, Jaroslaw Walesa, MEP, rapporteur on the European Ombudsman’s annual report for 2013, and Heidi Hautala, MEP, Chair of the Working Group on Administrative Law in EU of the Committee on Legal Affairs.
