National Assembly Delegation Takes Part in Regional Conference: Role of Effective Parliamentary Oversight in Advancing EU Accession Process

National Assembly Deputy Speaker and Chairperson of the European Integration Committee Elvira Kovacs, European Integration Committee member Ana Miljanic and National Assembly Deputy Secretary General Dragana Odovic are taking part in the Second Regional Conference entitled "The Role of Effective Parliamentary Oversight in Advancing the EU Accession Process", held from 7 to 10 October 2025, in Podgorica, Montenegro, as part of the "Regional Cooperation for EU Integration (RCEI)" project, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (German Agency for International Cooperation - GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).


Delegations from the parliaments of Albania, Bosnia and Herzegovina, North Macedonia and Montenegro are also participating in the Regional Conference. Representatives of the European Parliament, the Regional Cooperation Council, GIZ experts and the diplomatic corps are also taking part.

Based on the results of the regional conference in Vlore in 2024, during which a joint regional document on the "Principles of Effective Parliamentary Oversight in the European Integration Process and the adopted joint regional document" was discussed and adopted, a self-assessment process was conducted, which resulted in the preparation of the first annual "Report on the Implementation of the Principles of Parliamentary Oversight for 2024" which contained data on key developments in the European Integration Committees of the Western Balkans parliaments during 2024.

The aim of the Second Regional Conference is to provide an opportunity for continued regional exchange of experiences and good practices. On day one of the conference, the participants were presented the findings of the "2024 Parliamentary Principles Implementation Report" which they proceeded to discuss, as well as exchange views on the current policy developments at the EU level.

The participants of the Conference were addressed in the introductory part by Boban Stanisic, Secretary General of the Parliament of Montenegro, Andrija Mandic, President of the Parliament of Montenegro, Ivan Vukovic, Chairman of the Committee on European Integration of the Parliament of Montenegro, H.E. Johan Sattler, Head of the European Union Delegation to Montenegro and H.E. Peter Felten, German Ambassador to Montenegro.

Experts, hired by GIZ, presented the document "Parliamentary Principles Implementation Report" to the participants of the Conference. Presenting the Report the experts focused on the legislative and control role of parliaments, parliamentary diplomacy, the parliaments’ administrative capacities, their communication with stakeholders and visibility in the European integration process. The reporting period covered the year 2024.

European Integration Committee Chairperson Elvira Kovacs, explained how difficult the parliament’s work had been in the past year, given the number of protests and street blockades since the tragedy had been in the past year, given the number of protests and street blockades since the tragedy that occurred on 1 November 2024. She presented the changes in the composition of the European Integration Committee. She informed the attending that compared to the previous year, the Government of the Republic of Serbia had been restructured and a new Minister for European Integration had been elected. She noted that, despite all the challenges, Serbia had revised the National Programme for the Adoption of the EU Acquis, in accordance with the Reform Agenda. Elvira Kovacs then presented the regular activities of the European Integration Committee, which include considering bills from the aspect of their compliance with European Union legislation, discussing reports on the implementation of the NPAA, six-month reports on the negotiations on the accession of the Republic of Serbia to the European Union during the presidency of the member states of the Council of the EU, and the presentation of the European Commission's annual report on the Republic of Serbia by the Head of the EU Delegation to the Republic of Serbia. She spoke about the established practice of having the ambassador of the presiding EU member state present the priorities of the EU Council Presidency at a session of the European Integration Committee, as the ambassadors of Hungary and Denmark had done in the previous period. In her presentation, she touched upon the importance of parliamentary cooperation, in particular forums such as COSAP, COSAC and the Berlin Process.
