Milica Dacic Takes Part in SEECP PA General Committee on Justice, Home Affairs and Security Cooperation Meeting

Milica Dacic, member of the National Assembly’s standing delegation to the South East Europe Cooperation Process Parliamentary Assembly (SEECP PA), took part in the meeting of the SEECP PA General Committee on Justice, Home Affairs and Security Cooperation held via video link, under the auspices of the Turkish SEECP Presidency.


The topic of the meeting was "Efficiency of Justice during the Global Pandemic: New Services and Practices". In addition to the delegation of the Grand National Assembly of Turkey as host, the meeting was attended by delegations from the parliaments of Greece, Romania, Bulgaria, Croatia, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia.

Deputy Minister of Justice Yakup Mogul spoke about the digitalization of judicial services in Turkey, informing those present that to reduce potential infection with the COVID-19 virus in courtrooms, more than 40 million court filings will be transferred to digital form. The Turkish Presidency emphasized the importance of efficiency of the South East Europe Cooperation Process Parliamentary Assembly in the period after the COVID-19 pandemic and announced a meeting of the Standing Committee in Ankara in May and a Plenary Session of the Parliamentary Assembly in June 2021.

In her address, Milica Dacic pointed out that the National Assembly has been actively participating in the activities of the South East Europe Cooperation Process for years, in the desire to contribute to regional cooperation and achieve peace and stability in the region of South East Europe. "The application of digitalization in the field of justice in our country is being carried out very successfully, not only when it comes to online electronic services, but entire segments of certain procedures have been moved from the direct physical to virtual electronic field," Dacic pointed out. In her presentation, she cited several good examples that prove that even in the global pandemic, the availability of judiciary services to citizens can be facilitated.

"eAuction is an example of that, an electronic platform for the sale of real estate and movables in enforcement proceedings, which is a central, transparent and accessible place for public bidding, instead of the, until recently, physical bidding, location-limited and completely inaccessible to all potential interested parties." The work of this platform as the only address to bid in auction with all applicable protective measures, in addition to abuse protection, is characterized by a significantly larger number of bidders and consequently higher amounts of the most favorable bids.” Another IT solution, Dacic stated, is an electronic bulletin board for displaying all advertisements in the enforcement procedure, which has been in use for almost a year and has for the first time in one type of procedure validly replaced the physical bulletin board with its chaotically displayed notices. The third good example is the court practice portal, available to everyone free of charge, in addition to judgments, rulings and legal interpretations of the Supreme Court of Cassation and the courts of appeal and Commercial Appellate Court practice. We are currently working on entering anonymized Administrative Court rulings in a database, and that can be expected in the first quarter of 2021. Dacic also said that the automatic posting of paid court fees is in progress, and a Central Court Fees System has been established to facilitate the collection of court fees, automatize the process of calculating fees and reduce the time needed for the judges and court staff to complete this administrative task. During 2020, the Ministry of Justice independently approached the further development of this system for commercial courts, so from November 2020, the paid fees are automatically posted in these courts. The continuation of this project is underway, which aims to enable online payment of court fees through the Justice Portal, the eCourt (eSud) application, and through POS terminals at commercial court counters, which is an activity that will improve the ranking of the Republic of Serbia on the World Bank's Doing Business list.

In the end, Dacic said that the work on the first register of powers of attorney has begun in our country, which will enable an efficient dislocated performance of work on behalf of the entities for which the proxies are authorized to act. In one place, everyone will be able to store the issued authorization, and structured data on the holder will be automatically read on a daily basis and checked against the registry books, so that any change of subjectivity is timely noted in the register. The goal is to involve diplomatic and consular missions in order to finally enable our citizens abroad to be able to deposit a power of attorney and not engage in physically sending one to Serbia, Dacic concluded in her presentation, noting that the examples she cited are only a segment of what Serbia has done in the field of automating the work of judicial bodies through information and communication technologies during the COVID year.

At the end of the meeting, the attending adopted a Report with recommendations and all the amendments proposed by the National Assembly delegation were unanimously accepted.
