Human and Minority Rights and Gender Equality Committee Chairman Meets with Vracar City Municipality Local Ombudsman

The Chairman of the Committee on Human and Minority Rights and Gender Equality Aleksandar Markovic met with the Local Ombudsman of the City Municipality of Vracar Vujo Grujic, in the National Assembly, so as to obtain more detailed information about the status and experiences related to the work of the local institution, in order to improve its further development and operations.


Aleksandar Markovic emphasised the importance of having a local ombudsman, an institution the Municipality of Vracar has had since 2008, that provides support to the citizens in the protection of their rights.

Speaking about the status of the institution of the local ombudsman, Vujo Grujic emphasised that it is not precisely defined and regulated by laws or legal acts, and that the Law on Local Self-Government indicates the possibility, but not the obligation, of establishing this institution at the local level. Having this in mind, a small number of municipalities have this very important institution, he said pointing out that in the City of Belgrade only four municipalities – Vracar, Savski venac, Stari grad and Vozdovac, have a local ombudsman.

He informed the Committee Chairman about the positive results and outcomes of the work of the local Ombudsman of the City Municipality of Vracar, adding that more should be done to further development of inter-municipal cooperation.

The meeting was attended by the associates of the local ombudsman, Branka Kovacevic, and Srbislav Nikolic, who is a registered provider of free legal aid in the Municipality of Vracar.

Aleksandar Markovic and the guests also exchanged opinions on the effects of the laws recently adopted by the National Assembly, which are important for the work of the local ombudsman, such as the Law on the Exercise of Rights from the Alimony Fund, Law on Special Conditions for Recording and Registration of Rights to Real Estate, and the Law amending the Law on Enforcement and Security.

The officials jointly concluded that it would be of utmost importance to legally establish the obligation to form this local institution.
