Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016 for Tuesday, 15 November, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Branka Stamenkovic, Bosko Obradovic, Miroslav Aleksic, Dragan Jovanovic, Veroljub Stevanovic, Miodrag Linta, Milija Miletic, Prof. Dr Vojislav Seselj, Cedomir Jovanovic and dr Vesna Ivkovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, three groups of students of the University of Belgrade Faculty of Political Sciences – department of politicology, journalism and communicology and international studies, who followed part of the National Assembly sitting from the gallery of the Grand Hall.

The National Assembly adopted the following agenda:

  1. Bill on Preventing Domestic Violence, submitted by the Government;

  2. Bill amending and modifying the Criminal Code, submitted by the Government;

  3. Bill on Organisation and Jurisdiction of Government Authorities in Suppression of Organised Crime, Terrorism and Corruption, submitted by the Government;

  4. Bill amending and modifying the Law on Seizure and Confiscation of Proceeds from Crime, submitted by the Government, and

  5. Proposal of the Decision on the Election of President and Members of the Securities Commission, submitted by the Committee on Finance, State Budget and Control of Public Spending.

The National Assembly accepted the proposal of MP Meho Omerovic to complete a joint debate in principle on items 1, 2, 3 and 4 on the agenda.

The MPs proceeded to commence the joint debate in principle on the Bill on Preventing Domestic Violence, Bill amending and modifying the Criminal Code, Bill on Organisation and Jurisdiction of Government Authorities in Suppression of Organised Crime, and the Bill amending and modifying the Law on Seizure and Confiscation of Proceeds from Crime.

The bills were elaborated by representative of the submitter, Minister of Justice Nela Kuburovic.

For the remainder of the workday the National Assembly conducted the joint debate in principle on the first four items on the agenda.

On the second day of the proceedings, 16 November, the National Assembly continued the joint debate in principle on items 1 through 4 on the agenda.

By the end of the day, the National Assembly had concluded the joint debate in principle on items 1 through 4 on the agenda.

On the third day of the proceedings, 17 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Bajro Gegic, Olena Papuga, Bosko Obradovic, Dubravka Filipovski, Milija Miletic, Prof. Dr Vojislav Seselj, Marko Djurisic, Sasa Radulovic, Aleksandar Markovic and Zvonimir Stevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to commence a single debate on the Proposal of the Decision on the Election of President and Members of the Securities Commission.

By the end of the day, the National Assembly had completed the single debate on item 5 on the agenda.

On the fourth day of the proceedings, 18 November, the National Assembly conducted a debate in detail on item 1 on the agenda - Bill on Preventing Domestic Violence.

On the fifth day of the proceedings, 22 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Bosko Obradovic, Prof. Dr Vojislav Seselj, Miroslav Aleksic, Goran Ciric, Milija Miletic, Dr Muamer Bacevac, Danijela Stojadinovic, Sasa Radulovic, Marko Parezanovic and Borisav Kovacevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly completed the debate in detail on the Bill on Preventing Domestic Violence and the Bill amending and modifying the Criminal Code.

The National Assembly then commenced a debate in detail on the Bill on Organisation and Jurisdiction of Government Authorities in Suppression of Organised Crime, Terrorism and Corruption.

On the sixth day of the proceedings, 23 November, the National Assembly continued the debate on the amendments to the Bill on Organisation and Jurisdiction of Government Authorities in Suppression of Organised Crime, Terrorism and Corruption.

In the course of the day, the National Assembly completed the debate in detail on the Bill, as well as a debate in detail on the Bill amending and modifying the Law on Seizure and Confiscation of Proceeds from Crime.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Wednesday, 23 November, as Voting Day on all the items on the agenda for the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, starting at 5.35 pm.

Voting Day

On Voting Day, by majority vote, the National Assembly passed the Bill on Preventing Domestic Violence, Bill amending and modifying the Criminal Code, Bill on Organisation and Jurisdiction of Government Authorities in Suppression of Organised Crime, Terrorism and Corruption, and the Bill amending and modifying the Law on Seizure and Confiscation of Proceeds from Crime.

By majority vote, the MPs also adopted the Proposal of the Decision on the Election of President and Members of the Securities Commission. Predrag Dedeic was elected President of the Securities Commission for a five-year period, while Zarko Milicevic, Vladislav Stankovic, Mirjana Ivosevic and Marko Jankovic were elected members, also for a five-year period.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016.
