Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, for Thursday, 5 May 2011, starting at 3 p.


The sitting started at 4:10 p.m.

The National Assembly set the following agenda:

1.The Company Bill, submitted by the Government

2.The Bill on Consensual Financial Restructuring of Companies, submitted by the Government

3.The Bill on Protection of Financial Service Users, submitted by the National Bank of Serbia

4.The Bill on Control of Precious Metal Objects, submitted by the Government

5.The Bill amending and modifying the Law on Election of Deputies, submitted by 108 deputies

6.The Bill amending the Tobacco Law, submitted by the Government

7.The Bill on the Confirmation of the European Landscape Convention, submitted by the Government

8.The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Indonesia on the avoidance of double taxation with respect to taxes on income, submitted by the Government

9.The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the People’s Democratic Republic of Algeria on visa abolition for bearers of diplomatic and official passports, submitted by the Government

10.The Bill on the Confirmation of the Visa Abolition Agreement between the Republic of Serbia and Japan, submitted by the Government

11.The Proposal of the Decision on the election of a member of the Council of the Governor of the National Bank of Serbia, submitted by the National Assembly’s Finance Committee,

12.The Collective Candidate List for the election of National Culture Council members, submitted by the National Assembly’s Culture and Information Committee,

13.The Collective Candidate List for National Education Council members, submitted by the National Assembly’s Education Committee,

14.The Proposal of the Decision on the election of a member of the National Council for Higher Education, submitted by the National Assembly’s Education Committee

15.The Proposal of the Decision on the termination of function of Prof. Dr Dejan Malinic, member of the Securities Commission, submitted by the National Assembly’s Finance Committee

16.The Bill amending and modifying the Identity Card Law, submitted by the Government

17.The Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party Parliamentary Group.

By a majority of votes, the National Assembly adopted the proposal to cut the debate time on the Bill amending the Tobacco Law.

By a majority of votes, the National Assembly decided to complete a joint debate in principle on items 1, 2 and 4 on the agenda, a joint unified debate on items 7, 8, 9, and10 on the agenda and a joint unified debate on items 11, 12, 13, 14 and 15 on the agenda.

On the second day of work, 10 May, the National Assembly conducted a joint debate in principle the Company Bill, Bill on Consensual Financial Restructuring of Companies and the Bill on Control of Precious Metal Objects. The Bills were elaborated by Minister of Economy and Regional Development Nebojsa Ciric.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Riza Halimi, Miroslav Markicevic, Jorgovanka Tabakovic, Dragan Todorovic, Cedomir Jovanovic and Milan Lapcevic requested information and explanations in line with article 286 of the Rules of Procedure.

The Chair, National Assembly Deputy Speaker Gordana Comic greeted the delegation from Borovo, Republic of Croatia, visiting the National Assembly House and viewing part of the proceedings from the gallery of the Great Hall.

National Assembly Speaker Prof Dr Slavica Djukic-Dejanovic greeted the students and professors of the Nadezda Petrovic Medical High School from Zemun who were also visiting the National Assembly House.

By the end of the day, the National Assembly had concluded the joint debate in principle the Company Bill, Bill on Consensual Financial Restructuring of Companies and the Bill on Control of Precious Metal Objects.

On the third day of work, 11 May, the National Assembly conducted and concluded a debate in principle on the Bill on Protection of Financial Service Users.

Dejan Soskic, Governor of the National Bank of Serbia, elaborated the Bill on the behalf of the submitter.

On the behalf of the deputies and herself, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic greeted the representatives of Hungarian parliamentary group Fides, visiting the National Assembly House and viewing part of the proceedings from the gallery of the Great Hall. The National Assembly Speaker also greeted the students of the Faculty of Political Sciences who also followed part of the sitting from the gallery of the Great Hall.

After recess, the National Assembly commenced a debate in principle on the Bill amending and modifying the Law on Election of Deputies.

For the remainder of the day, the National Assembly conducted a debate on the Bill.

On the fourth day of work, 12 May, the National Assembly continued the session with a debate in principle on the Bill amending and modifying the Law on Election of Deputies.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, Bajram Omeragic, Miroslav Markicevic, Janko Veselinovic, Kenan Hajdarevic, Milos Aligrudic and Milorad Krstin requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

By the end of the day, the National Assembly had concluded the debate in principle on the Bill amending and modifying the Law on Election of Deputies.

On the fifth day of work, 17 May, at the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Bajram Omeragic, Milos Aligrudic, Judita Popovic, Zoran Antic, Nemanja Sarovic and Miroslav Markicevic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The National Assembly conducted and concluded a discussion in principle on the Bill amending the Tobacco Law, elaborated by Deputy Prime Minister Bozidar Djelic, representative of the submitters.

National Assembly Deputy Speaker Nikola Novakovic informed the deputies that part of the proceedings was being viewed by the students of the Novi Sad Faculty of Law from the gallery of the Great Hall, and greeted them on the behalf of the deputies.

The National Assembly went on to conduct and conclude a joint debate on the Bill on the Confirmation of the European Landscape Convention, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Indonesia on the avoidance of double taxation with respect to taxes on income, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the People’s Democratic Republic of Algeria on visa abolition for bearers of diplomatic and official passports, and the Bill on the Confirmation of the Visa Abolition Agreement between the Republic of Serbia and Japan.

National Assembly Chair, Deputy Speaker Nikola Novakovic informed the deputies that, from the gallery of the Great Hall, part of the session was being viewed by the a group of students and teachers of the “Svetislav Golubovic Mitraljeta” Elementary School from Batajnica, and greeted them on the behalf of the deputies.

On the sixth day of work, 18 May, the National Assembly conducted and concluded a joint debate on the Proposal of the Decision on the election of a member of the Council of the Governor of the National Bank of Serbia, Collective Candidate List for the election of National Culture Council members, Collective Candidate List for National Education Council members, Proposal of the Decision on the election of a member of the National Council for Higher Education and the Proposal of the Decision on the termination of function of Prof. Dr Dejan Malinic, member of the Securities Commission.

The National Assembly also completed a debate in principle on the Bill amending and modifying the Identity Card Law. The Bill was explained by Deputy Prime Minister and Minister of Interior Ivica Dacic.

On the seventh day of work, 19 May, the National Assembly completed a joint debate on the Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party Parliamentary Group, in principle.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Riza Halimi, Vladimir Milentijevic, Miroslav Markicevic, Petar Jojic and Ivan Jovanovic requested information and explanations in line with article 286 of the Rules of Procedure.

The National Assembly went on to conduct and conclude a debate in detail on the Company Bill.

The Chair, National Assembly Deputy Speaker Nikola Novakovic greeted a group of students of the Vrsac High School for Chemistry and Medicine on the behalf of the deputies and himself, who viewed part of the session from the gallery of the Great Hall of the National Assembly House.

After recess, the National Assembly completed a debate in detail on the Bill on Consensual Financial Restructuring of Companies.

On the eighth day of work, 23 May, the National Assembly continued the session with a debate in detail on the Bill on Protection of Financial Service Users.

Before recess, the National Assembly completed the debate in detail on the Bill, while after recess it commenced a debate in detail on the Bill on Control of Precious Metal Objects.

By the end of the day the deputies had completed the debate in detail on this Bill as well.

On the ninth day of work, 24 May, the National Assembly conducted a debate in detail on the Bill amending and modifying the Law on Election of Deputies, Bill amending the Tobacco Law and the Bill amending and modifying the Identity Card Law.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Marija Bugarcic, Nikola Novakovic, Dragan Sormaz, Milica Radovic, Miroslav Markicevic, Boris Aleksic, Bajram Omeragic and Munir Poturak requested information and explanations in line with article 286 of the Rules of Procedure.

The Chair, National Assembly Deputy Speaker Gordana Comic informed the deputies that part of the session will be viewed from the gallery of the Great Hall by a group of pensioners of the Local Organisation of the Pensioners’ Association of Serbia from Resavica.

By the end of the day, the National Assembly completed the debate in detail on the Bills.

On the tenth day of work, 25 May, the National Assembly accepted the proposal to include the Candidate List for National Education Council member, submitted by the National Assembly Education Committee, into the agenda under urgent procedure.

The National Assembly completed a debate on this item on the agenda.

As the National Assembly had completed the debate on all the items on the agenda, immediately after the debate, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Wednesday, 25 May, as Voting Day on the items on the agenda for the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, starting at 12,30 p.m.

Voting Day

On Voting Day, the National Assembly adopted the Company Bill, Bill on Consensual Financial Restructuring of Companies, Bill on Protection of Financial Service Users, Bill on Control of Precious Metal Objects, Bill amending and modifying the Law on Election of Deputies, Bill amending the Tobacco Law and the Bill amending and modifying the Identity Card Law.

The Bill on the Confirmation of the European Landscape Convention, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Indonesia on the avoidance of double taxation with respect to taxes on income, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the People’s Democratic Republic of Algeria on visa abolition for bearers of diplomatic and official passports and the Bill on the Confirmation of the Visa Abolition Agreement between the Republic of Serbia and Japan were also adopted on Voting Day.

On Voting Day, by a majority of votes, the National Assembly elected a member of the National Bank of Serbia Governors’ Council, members of the National Culture Council from the Collective Candidate List submitted by the Culture and Information Committee, members of the National Education Council from the Collective Candidate List submitted by the Education Committee, a member of the National Council for Higher Education submitted by the Education Committee and a member of the National Education Council from the Candidate List submitted by the Education Committee.

The National Assembly adopted the Decision on the termination of function of Prof. Dr Dejan Malinic, member of the Securities Commission, submitted by the National Assembly’s Finance Committee.

The National Assembly adopted the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party Parliamentary Group.

The National Assembly also ruled on the violations of the Rules of Procedure the deputies complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the discussion on all the items on the agenda and ruled on them, the National Assembly Speaker concluded the Fourth Sitting of First Regular Session of the National Assembly in 2011.

At the end of the First Regular Session, the choir “Bajic’s Nightingales” of the “Isidor Bajic” Music School from Novi Sad sang the national anthem “God of Justice”.
