Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2009

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2009 for Monday, 30 March 2009, beginning at 1 p.



The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2009 for Monday, 30 March 2009, beginning at 1 p.m.

On the second day of work, 31 March, the National Assembly continued the Fourth Sitting of the First Regular Session in 2009 at the Great Hall of the National Assembly House where the sessions of the National Assembly of the Republic of Serbia will be held in future.

Before the debate on the first item on the agenda could begin, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, appealed to the deputies of the Serbian Radical Party Deputy Group to observe the seating arrangements in the Great Hall of the National Assembly House, in line with the Administrative Committee decision.

For violating articles 104 and 106 of the Rules of Procedure, the Assembly Speaker reprimanded deputies Dragan Todorovic, Gordana Pop-Lazic, Vjerica Radeta, Sulejman Spaho, Zoran Krasic, Vladan Jeremic, Milan Nikolic, Zoran Popovic, Zoran Mihajlovic, Dragan Stevanovic, Lidija Vukicevic, Ljubisa Petkovic, Dusan Maric, Radisa Ilic and Dobrislav Prelic.

Since after being reprimanded once the deputies did not take their seats, the Assembly Speaker reprimanded the same deputies a second time, then they were denied the floor and finally expelled from the sitting.

Since even after the pronounced measures the appropriate conditions for the commencement of the National Assembly sitting were not met, Assembly Speaker Djukic-Dejanovic called a recess and called the Deputy Groups’ Heads in for consultations.

On the third day of work, 1 April, the National Assembly continued the Fourth Sitting of the First Regular Session in 2009. At the beginning of the debate in principle on the first item on the agenda – the Bill on the Appearance and Use of the Coat of Arms, Flag and National Anthem of the Republic of Serbia, the Chairperson, National Assembly Deputy Speaker Gordana Comic, asked the deputies of the Serbian Radical Party to take their seats according to the Administrative Committee’s decision.

Deputies Milorad Krstin, Milan Skrbic, Milan Veselinovic, Vitomir Pluzarevic, Filip Stojanovic and Vlada Milojkovic were expelled from the sitting having already been reprimanded twice and denied the floor for violating the order and dignity of the National Assembly and defying the Administrative Committee’s decision.

After a recess, the Minister of Environment and Spatial Planning, Oliver Dulic, addressed the deputies on the behalf of the submitters regarding the Bill on the Appearance and Use of the Coat of Arms, Flag and National Anthem of the Republic of Serbia.

The deputies of the Serbian Radical Party obstructed Minister Dulic’s elaboration of the Bill on state symbols, requested the floor under the Rules of Procedure, chanted and violated the order at the sitting. The deputies of the Democratic Party of Serbia and New Serbia left the Assembly Hall due to a lack of appropriate working conditions.

Having repeatedly violated all the articles of the National Assembly Rules of Procedure on order and work at a National Assembly sitting, as well as the Administrative Committee’s decisions, the Chairperson, Gordana Comic, in line with article 108 of the National Assembly Rules of Procedure, expelled deputies Milan Avramovic, Boris Aleksic, Dragan Acimovic, Elena Bozic-Talijan, Milorad Buha, Slobodan Vukovic, Jadranka Vukovic, Jovan Damjanovic, Momcilo Duvnjak, Lidija Dimitrijevic, Branimir Djokic, Radica Jocic, Ljubomir Kragovic, Petar Jojic, Tomislav Ljubenovic, Aleksandar Martinovic, Sladjan Mijaljevic, Marko Milenkovic, Dejan Mirovic, Bojan Mladenovic, Paja Momcilov, Mirko Munjic, Sreto Peric, Dusanka Plecevic, Milovan Radovanovic, Nikola Savic and Marina Toman from the sitting.

On the fourth day of work, 2 April, the National Assembly continued the Fourth Sitting of the First Regular Session in 2009. Since the deputies of the Serbian Radical Party Deputy Group violated the provisions of the National Assembly Rules of Procedure regarding the order and work at a National Assembly sitting, as well as the decisions of the Administrative Committee, the Chairperson, National Assembly Deputy Speaker Gordana Comic, in line with article 108 paragraph 1 of the National Assembly Rules of Procedure, expelled deputies Gordana Paunkovic-Milosavljevic, Ognjen Mihajlovic, Momir Markovic and Dragan Zivkov from the sitting.

In the continuation, the deputies completed the debate in principle on the Bill on the Appearance and Use of the Coat of Arms, Flag and National Anthem of the Republic of Serbia.

In the afternoon, the deputies went on to commence a joint debate in principle on Bill on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction; Bill on the Protection against Ionizing Radiation and Nuclear Safety; Bill on the Protection against Non-Ionizing Radiation; Bill on Chemicals; Bill on Biocides; Bill on Waste Management and Bill on Packaging and Packaging Waste.

Presenting the bills, the Minister of Environment and Spatial Planning, Oliver Dulic, pointed out the importance of passing the set of ecological laws and clarified the most significant provisions which are harmonised with European Union legislation.

On the fifth day of work, the National Assembly conducted a joint discussion in principle on the seven environmental bills the adoption of which is one of the conditions for Serbia’s approach to the European Union. This set of bills should help improve environmental protection and increase responsibility for its conservation.

By midday recess, the National Assembly had completed the discussion in principle on: the Bill on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction; Bill on the Protection against Ionizing Radiation and Nuclear Safety; Bill on the Protection against Non-Ionizing Radiation; Bill on Chemicals; the Bill on Biocides; Bill on Waste Management and Bill on Packaging and Packaging Waste.

Opposition parties’ deputies pointed out that the 1999 bombing presented the biggest threat to the environment in Serbia as depleted uranium and other radioactive substances are a source of long-term contamination and pollution of the soil.

The National Assembly went on to commence a joint debate in principle on: the Bill amending and modifying the Environmental Impact Assessment Law, the Bill on Air Protection, the Bill on Nature Conservation, the Bill on Protection against Noise in Living Environment, the Bill on the Protection and Sustainable Use of the Fish Fund and the Bill amending and modifying the Law on Environmental Protection.

Elaborating the additional six bills from this field, the Minister of Environment and Spatial Planning, Oliver Dulic, said that they present a step forward in the harmonisation with European Union regulations, as well as in the establishment of more efficient environmental protection mechanisms in Serbia.

On the seventh day of work, 7 April, the National Assembly continued the joint discussion on items 15, 16, 17 and items 28 through 43 on the agenda for Fourth Sitting of the First Regular Session of the National Assembly in 2009.

The Chairperson, National Assembly Deputy Speaker Gordana Comic, informed the deputies that the Assembly Speaker Prof. Dr Slavica Djukic-Deranovic had invited a group of students from the Anglo-Serbian Society of the London School of Economy and Political Sciences to attend part of the sitting.

The Minister of Environment and Spatial Planning Oliver Dulic presented the Bills confirming various agreements, conventions and protocols and emphasised the importance of the Bills from the fields of environmental conservation and protection of people’s health.

In the morning part of the proceedings the deputies completed the joint discussion on items 15, 16, 17 and items 28 through 43 on the agenda and commenced a discussion in principle on the Bill on Political Parties.

Presenting the Bill on Political Parties, the representative of the submitters, Minister of Public Administration and Local Self-Government Milan Markovic, stated that the main reasons for adopting this bill are the diversity, non-alignment and outdatedness of the legal framework regulating this field. The Bill enables, among other things, easier registration of political parties and a simpler keeping of the register.

On the eighth day of work, 8 April, the National Assembly continued the discussion in principle on the Bill on Political Parties.

During the discussion in principle that lasted all day, most of the deputy groups endorsed the bill, except for the deputies of the Liberal Democratic Party who had several objections to the proposed regulations.

At the end of the discussion in principle, the Minister of Public Administration and Local Self-Government, Milan Markovic, requested the floor to express his pleasure at the high level of agreement regarding the essence of the Bill. He announced the possibility of accepting some amendments and said that the proposal to raise the number of signatures necessary to register a political party from five to ten thousand will be particularly considered.

At the end of the day, the Chairperson, National Assembly Deputy Speaker Gordana Comic concluded the discussion in principle on the Bill on Political Parties.

On the ninth day, 9 April, the National Assembly commenced a joint discussion in principle on the Bill on the Development Fund of the Republic of Serbia, the Bill amending and modifying the Law on Chambers of Commerce and the Bill on the expiration of the Foreign Trade Transactions Insurance and Financing Fund Law.

Elaborating the Bills, the Minister for National Investment Plan Verica Kalanovic stressed that they regulate the work of institutions that support economic subjects and which should efficiently implement the Government’s economic policy measures to alleviate the impact of the world economic crisis in the upcoming period.

The Bill on the Development Fund of the Republic of Serbia unifies the activities of the Development Fund and the Guarantee Fund in order to more efficiently stimulate development and economic liquidity, as well as increase the economy’s competitiveness, uniform regional development and employment. The modifications to the Law on Chambers of Commerce envisages the option of founding other chambers on a voluntary basis, while the Bill on the expiration of the Foreign Trade Transactions Insurance and Financing Fund Law envisages the merging of the fund with the existing agency of the same name.

During the day’s discussion the deputies mostly objected to the Bill amending and modifying the Law on Chambers of Commerce, and there were even requests to withdraw it from procedure. They asked why the amendments and modifications of this Law have been requested under urgent procedure, since its provisions will not be applied before 2013.

Minister Kalanovic said that the amendments and modifications to the Law on Chambers of Commerce are not intended to destroy the chamber system in Serbia, but to make its operations more efficient and inexpensive in the interest of its users.

At the end of the workday, the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, congratulated Easter to all Serbian citizens who celebrate the biggest Christian holiday according to the Gregorian calendar.

The National Assembly continued work on 14 April. At the beginning of the sitting, before the discussion had commenced, deputies Vladan Batic, Marina Ragus, Jorgovanka Tabakovic, Slobodan Maras, Radojko Obradovic and Aleksandra Jerkov exercised their right under article 235, paragraph 2 of the Rules of Procedure to request information and clarifications.

The deputies honoured Vladimir Grandic, MUP policeman who died tragically on duty, by a minute of silence.

In the continuation the deputies completed the joint discussion in principle on items 19, 20 and 21 and moved onto a joint discussion in principle on the Bills on Foreign Trade Transactions, on Standardisation, on Technical Requirements for Products and Conformity Assessment and on Tourism.

Presenting the Bills, Minister of Economy and Regional Development Mladjan Dinkic stressed that their adoption is essential for the harmonisation of domestic legislation with European Union regulations and the rules of the World Trade Organisation, adding that if the Parliament passes the necessary laws this year, Serbia can realistically expect to become a WTO member in the first half of next year.

On the eleventh day of work, 15 April, the National Assembly continued the joint discussion in principle on the Bill on Foreign Trade Transactions, the Bill on Standardisation, the Bill on Technical Requirements for Products and Conformity Assessment and the Bill on Tourism.

In the morning, the deputies completed the joint discussion in principle on items 22, 23, 24 and 25 on the agenda for the Fourth Sitting of the First Regular Session of the National Assembly in 2009 and commenced a joint discussion in principle on the Bill on Employment and Unemployment Insurance and the Bill on Vocational Rehabilitation and Employment of Disabled Persons.

The Representative of the submitters, Minister for National Investment Plan Verica Kalanovic presented the Bills stressing that the Bill on Employment and Unemployment Insurance is proactive, reformative and harmonised with European standards and the good practice of neighbouring and European Union countries. The Bill defines employment planning and pursuing employment policy in a new way, it introduces flexible active employment measures, establishes a monitoring system for the effects of these measures and introduces individual employment plans, all with the goal of increasing employment in Serbia.

The Bill on Vocational Rehabilitation and Employment of Disabled Persons is a new and systemic law whose main goal is employment of disabled persons. The Bill determines the status of disabled persons, it determines incentive measures for both the disabled person and the employer, defines various professional rehabilitation measures and activities. The anticipated effects of the future implementation of the Bill are both financial and social because disabled persons will be included into the sphere of employment and earn their own living.

For the rest of the day the National Assembly conducted the joint discussion in principle on items 26 and 27.

On the twelfth day of work, 16 April, the National Assembly continued the joint discussion in principle on the Bill on Employment and Unemployment Insurance and the Bill on Vocational Rehabilitation and Employment of Disabled Persons. Before the discussion in principle began, the deputies posed several questions not on the agenda.

The National Assembly Speaker greeted a group of students who followed the National Assembly sitting from the gallery of the Great Hall.

In the continuation, having concluded the joint discussion in principle on the Bills on Employment and Unemployment Insurance and on Vocational Rehabilitation and Employment of Disabled Persons, the deputies considered the decision proposals on termination of and dismissal from judicial office and on termination of office of public prosecutor and deputy public prosecutor.

By the end of the day, the National Assembly had completed the discussion on items 44, 45, 46, 47, 48 and 49 on the agenda.

At the end of the sitting the Assembly Speaker Slavica Djukic-Dejanovic congratulated the deputies and citizens on the greatest Christian holiday – Easter.

The National Assembly continued work on 21 April, the thirteenth day of the session. At the beginning of the sitting, before the debate had commenced, deputies Milos Aligrudic, Jorgovanka Tabakovic, Miroslav Markicevic and Marina Ragus exercised their right under article 235, paragraph 2 of the Rules of Procedure and requested information and clarification.

The deputies went on to complete a discussion on the particulars of the Bill on the Appearance and Use of the Coat of Arms, Flag and National Anthem of the Republic of Serbia, the Bill on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction and the Bill on the Protection against Ionizing Radiation and Nuclear Safety.

On the fourteenth day of work, 22 April, the National Assembly completed a discussion in detail on the Bill on the Protection against Non-Ionizing Radiation, the Bill on Chemicals, the Bill on Biocides, the Bill on Waste Management and the Bill on Packaging and Packaging Waste.

In the afternoon, the deputies completed a discussion in detail on the Bill amending and modifying the Environmental Impact Assessment Law, the Bill on Air Protection, the Bill on Nature Conservation, the Bill on Protection against Noise in Living Environment, the Bill on the Protection and Sustainable Use of the Fish Fund and the Bill amending and modifying the Law on Environmental Protection.

The Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic informed the deputies that she had set Thursday, 23 April as Day to respond to deputies’ questions concerning a current issue, after which the National Assembly will continue the discussion in detail on the remaining items on the agenda for the Fourth Sitting of the First Regular Session in 2009.

On the fifteenth day of work, 23 April, the National Assembly discussed the particulars of the Bill on Political Parties.

Concluding the discussion, the Minister of Public Administration and Local Self-Government Milan Markovic stated that the new law on political parties signifies the beginning of reform of the electoral legislation and political system. It is his expectation that the new legislation will make the political system more transparent, inexpensive and efficient.

The National Assembly went on the conduct a discussion on the particulars of the Bill on the Development Fund of the Republic of Serbia.

National Assembly Deputy Speaker Gordana Comic, who was chairing the sitting, informed the deputies that the National Assembly will continue the discussion on the particulars of the remaining items on the agenda for the Fourth Sitting of the First Regular Session of the National Assembly in 2009, after the conclusion of the Fifth Sitting of the First Regular Session of the National Assembly in 2009, scheduled for 24 April 2009. With that in mind, the Chairperson called a recess in the proceedings of the Fourth Sitting of the First Regular Session, adding that the deputies will be informed about the continuation in due time.

On the sixteenth day of work, 30 April, the deputies continued discussing the items on the agenda for the Fourth Sitting of the First Regular Session of the National Assembly in 2009.

Before moving on to the agenda, deputies Zeljko Tomic, Miroslav Markicevic, Marina Ragus and Jorgovanka Tabakovic exercised their right to request information and explanations under article 235 paragraph 2 of the Rules of Procedure.

Under article 165 paragraph 3 of the Rules of Procedure, the Committee on Justice and Administration proposed that item – Nomination of the High Judicial Council for Elective Member of the First Composition of the High Court Council from the ranks of municipal court judges, submitted by the High Judicial Council, be placed onto the agenda under urgent procedure.

The National Assembly included the proposal into the agenda making it item 50 on the agenda for the sitting.

National Assembly Speaker, Prof. Dr Slavica Djukic-Dejanovic called a recess since no representatives of the Government of the Republic of Serbia were able to attend the discussion on the particulars of the Bills on the agenda for the Fourth Sitting of the First Regular Session. The Assembly Speaker informed the deputies that they shall be notified about the continuation of the session in due time.

On the seventeenth day of work, 4 May, the National Assembly completed the discussion on the particulars of item 20 on the agenda – the Bill amending and modifying the Law on Chambers of Commerce and item 21 – the Bill on the expiration of the Foreign Trade Transactions Insurance and Financing Fund Law.

In the morning part of the sitting, the National Assembly completed the discussion on the amendments the deputies had submitted to the Bill on Foreign Trade Transactions, the Bill on Standardisation, the Bill on Technical Requirements for Products and Conformity Assessment and commenced the discussion on the particulars of the Tourism Bill.

In the afternoon the National Assembly completed the discussion on the amendments to the Tourism Bill and went on to conduct and complete the discussion on the amendments to the Bill on the expiration of the Foreign Trade Transactions Insurance and Financing Fund Law.

On the eighteenth day of the session, 5 May, the deputies continued work by discussing the particulars of the Bill on Vocational Rehabilitation and Employment of Disabled Persons.

Before commencing work according to the agenda, deputies Judita Popovic, Aleksandra Jankovic, Vladimir Milentijevic, Marina Ragus and Vladan Batic exercised their right under article 235, paragraph 2 of the Rules of Procedure, to request information and explanations from competent institutions.

In the morning, the National Assembly completed the discussion on the amendments submitted to the Bill on Vocational Rehabilitation and Employment of Disabled Persons and the discussion on the Nomination of the High Judicial Council for Elective Member of the First Composition of the High Court Council from the ranks of municipal court judges, submitted by the High Judicial Council.

Since the National Assembly had completed the discussion on all the items on the agenda, National Assembly Deputy Speaker Gordana Comic informed the deputies that, in line with article 85 paragraph 3 of the Rules of Procedure, the Speaker, Prof. Dr Slavica Djukic-Dejanovic will duly inform them about the Voting Day on the items on the agenda for the Fourth Sitting of the First Regular Session of the National Assembly in 2009.

On Voting day, 11 May, the deputies commenced voting in principle and detail on the items on the agenda for the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2009. The National Assembly adopted the Bill on the Appearance and Use of the Coat of Arms, Flag and National Anthem of the Republic of Serbia by 140 deputy votes and the Bill on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction by 126 deputy votes.

On the twentieth day of work, the National Assembly continued voting on the items on the agenda for Fourth Sitting and adopted the 12 ecology Bills: on the Protection against Ionizing Radiation and Nuclear Safety, on the Protection against Non-Ionizing Radiation, on Chemicals, on Biocides, amending and modifying the Environmental Impact Assessment Law, on Air Protection, on Nature Conservation, on Protection against Noise in Living Environment, on the Protection and Sustainable Use of the Fish Fund, Bill on Waste Management, on Packaging and Packaging Waste and amending and modifying the Law on Environmental Protection.

By a majority of deputy votes, the National Assembly also adopted three international conventions from the field of ecology: the Bill on the Confirmation of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, with amendments and modifications, the Bill on the Confirmation of the Convention on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters and the Bill on the Confirmation of the Amendments to Annex B of the Kyoto Protocol to the United Nations Framework Convention on Climate Change.

By the end of the day the National Assembly had also adopted the Bill on Political Parties and the Bill on the Development Fund of the Republic of Serbia.

On the twenty-first day of work, 13 May, the deputies continued voting on the items on the agenda for Fourth Sitting of the First Regular Session of the National Assembly in 2009.

The deputies adopted the Bill amending and modifying the Law on Chambers of Commerce by 108 votes. The National Assembly also adopted the Bill on the Foreign Trade Transactions Insurance and Financing Fund Law by 125 deputy votes, the Bill on Foreign Trade Transactions by 127 deputy votes, the Bill on Standardisation by 125 deputy votes, the Bill on Technical Requirements for Products and Conformity Assessment by 123 deputy votes, the Bill on Tourism by 127 deputy votes, the Bill on Employment and Unemployment Insurance by 115 deputy votes and the Bill on Vocational Rehabilitation and Employment of Disabled Persons by 127 deputy votes.

By a majority of deputy votes, the National Assembly also adopted the following Bills: on the Confirmation of the Agreement between the Kingdom of Belgium and the Republic of Albania, Bosnia and Herzegovina, the Republic of Croatia, the Former Yugoslav Republic of Macedonia, the Republic of Moldova, Montenegro, the Republic of Serbia and the United Nations Interim Administration Mission in Kosovo on Behalf of Kosovo in accordance with United Nations Security Council Resolution 1244 on the privileges and immunities of the Secretariat of the Central European Free Trade Agreement; on the Confirmation of the Agreement between Government of the Republic of Serbia and the Government of Romania on Economic, Scientific and Technical Cooperation; on the Confirmation of the Financial Cooperation Program between the Republic of Serbia and the Government of Spain, with Annex; on the Confirmation of the Framework Loan Contract concluded between the Republic of Serbia and the Council of Europe Development Bank; on the Confirmation of the Agreement between the Republic of Serbia and the State of Israel on the Abolition of Visas for the Holders of Diplomatic, Official Duty and other Official Passports; on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of India on the Abolition of Visas for the Holders of Diplomatic and Official Duty Passports; on the Confirmation of the Agreement on Strategic Cooperation between the Republic of Serbia and the European Police Office; on the Confirmation of the International Convention Against Doping in Sport; on the Confirmation of the Multilateral agreement between the European Community and its member states, the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, the Former Yugoslav Republic of Macedonia, the Republic of Iceland, the Republic of Montenegro, the Kingdom of Norway, Romania, the Republic of Serbia and the United Nations Interim Administration Mission in Kosovo (in line with UN Security Council Resolution 1244 from 10 June 1999) on the Establishment of a European Common Aviation Area; on the Confirmation of the Convention for the Unification of Certain Rules Relating to International Carriage by Air; on the Confirmation of the Agreement between Serbia and Montenegro and the European Community on Certain Aspects of Air Services; on the Confirmation of the Protocol on Combined Transport on Inland Waterways to the European Agreement on Important International Combined Transport Lines and Related Installations (AGTC) of 1991; on the Confirmation of the Agreement between the Council of Ministers of Serbia and Montenegro and the Government of the Czech Republic on Cooperation in the Fields of Culture, Education, Science, Youth and Sport; on the Confirmation of the Agreement between the Council of Ministers of Serbia and Montenegro and the Government of the Republic of Hungary on Cooperation in the Fields of Education, Science, Culture, Youth and Sport; on the Confirmation of the Agreement between the Council of Ministers of Serbia and Montenegro and the Government of the Republic of Moldova on Cooperation in the Fields of Education and Culture and on the Confirmation of the Agreement between the Council of Ministers of Serbia and Montenegro and the Government of the Republic of Korea on Cooperation in the Fields of Culture, Art and Education.

By a majority of votes, the deputies also adopted the Proposal of the Decision on Termination of Judicial Office, Proposal of the Decision on Dismissal from Judicial Office, Proposal of the Decision on Termination of Office of Public Prosecutor, Proposal of the Decision on Termination of Office of Deputy Public Prosecutor, Proposal of the Decision on Termination of Judicial Office and the Proposal of the Decision on Dismissal from Judicial Office.

By 127 votes in favour, the National Assembly elected Nadica Jovanovic member of the First Composition of the High Court Council from the ranks of municipal court judges.

Having voted an all the items on the agenda for the Fourth Sitting of the First Regular Session, the National Assembly ruled on the violations of the Rules of Procedure the deputies had complained of during the sitting and decided that the provisions of the Rules of Procedure had not been violated in any of the cases.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, the Speaker, Prof. Dr Slavica Djukic-Dejanovic, concluded the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2009.
