Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of the Government of the Republic of Serbia, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 11 legislature, for Thursday, 24 August, starting at 10 am.


The request to hold the session specified the following one-item agenda:

1. Bill amending and modifying the Law on Agricultural Land.

Before commencing the proceedings the MPs paid respects to the late MP Miroljub Stankovic by a minute of silence.

The minute of silence was followed by the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Djordje Vukadinovic, Zoran Zivkovic, Bosko Obradovic, Enis Imamovic, Dr Predrag Jelenkovic, Balsa Bozovic, Sasa Radulovic, Dr Aleksandar Martinovic and Marijan Risticevicrequesting information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a debate in principle on the Bill amending and modifying the Law on Agricultural Land.

For the remainder of the day the National Assembly conducted the debate in principle on the only item on the agenda.

On the second day of the proceedings, 25 August, the National Assembly continued the debate in principle on the Bill amending and modifying the Law on Agricultural Land.

In the course of the session, pursuant to the Law on Election of MPs and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic, noted the termination of the term of office before the expiry of the term he was elected for of MP Miroljub Stankovic, on the day of his death.

By the end of the workday the National Assembly had concluded the debate in principle on the only item on the agenda.

On the third day of the proceedings, 28 August, the National Assembly commenced a debate in detail on the Bill amending and modifying the Law on Agricultural Land.

Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Grozdana Banac from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, on the behalf of the Party of United Pensioners of Serbia. The newly-elected MP took the oath of office after which the National Assembly Speaker wished her successful work.

As the National Assembly completed the debate in principle and in detail on the only item on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Monday, 28 August 2017, as Voting Day on the only item on the agenda of the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, starting at 5.15 pm.

Voting Day

On Voting Day, 28 August, by majority vote, the National Assembly passed the Bill amending and modifying the Law on Agricultural Land.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Maja Gojkovic concluded the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.
