First Special Sitting of the National Assembly of the Republic of Serbia, 11th Legislature

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Special Sitting of the National Assembly of the Republic of Serbia in its 11th legislature for Tuesday, 9 August 2016. The sitting started at 2 pm.


For the First Special Sitting, the Speaker set the following one-item agenda:

1. Election of the Government and oath taking by the Prime Minister and members of the Government.

The National Assembly Speaker informed the MPs that, in line with article 90, paragraph 1, of the National Assembly Rules of Procedure, in addition to the MPs and candidates for Prime Minister designate and Government members, today’s sitting would also be attended by the President of the Constitutional Court of Serbia, President of the Supreme Court of Cassation, representatives of the diplomatic corps in the Republic of Serbia, representatives of the religious communities, Governor of the National Bank of Serbia, Chief of the General Staff of the Serbian Armed Forces, representatives of the Assembly and Government of AP Vojvodina, Director of the Security Information Agency, representatives of the City of Belgrade and other dignitaries who are following the sitting from the gallery of the Grand Hall of the National Assembly House. Speaker Gojkovic greeted them on the behalf of the MPs and herself.

The National Assembly Speaker stated that, in line with article 112, paragraph 1, item 3 of the Constitution of the Republic of Serbia, the President of the Republic of Serbia Tomislav Nikolic has submitted a nomination of candidate for Prime Minister of the Republic of Serbia, and the candidate for Prime Minister, Aleksandar Vucic, has also submitted written consent that he accepts the candidacy.

In his five-hour plus address, the candidate for Prime Minister presented the programme and proposed the composition of the Government to the National Assembly.

The candidate for Prime Minister nominated the following for members of the Government of the Republic of Serbia: for First Deputy Prime Minister and Minister of Foreign Affairs Ivica Dacic, for Deputy Prime Minister and Minister of the Interior Dr Nebojsa Stefanovic, for Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic, for Deputy Prime Minister and Minister of Trade, Tourism and Telecommunications Dr Rasim Ljajic, for Minister of Finance Dr Dusan Vujovic, for Minister of Economy Goran Knezevic, for Minister of Agriculture and Environmental Protection Branislav Nedimovic, for Minister of Mining and Energy Aleksandar Antic, for Minister of Justice Nela Kuburovic, for Minister of Public Administration and Local Self-Government Ana Brnabic, for Minister of Defence Zoran Djordjevic, for Minister of Education, Science and Technological Development Mladen Sarcevic, for Minister of Health Dr Zlatibor Loncar, for Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin, for Minister of Youth and Sport Vanja Udovicic, for Minister of Culture and the Media Vladan Vukosavljevic, for ministers without portfolio Jadranka Joksimovic, Prof. Dr Slavica Djukic Dejanovic and Milan Krkobabic, and for Prime Minister Aleksandar Vucic.

On the second day of the proceedings, 10 August 2016, before moving onto the agenda, the National Assembly, based on the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, noted the termination of the term of office of MPs Aleksandar Vucic, Ljiljana Djurovic, Rasim Ljajic, Svetlana Kozic, Biljana Rubakovic and Dr Sulejman Ugljanin, before the expiry of the term they were elected for.

The National Assembly then commenced the discussion on the proposed candidate for Prime Minister, the programme and the proposed candidates for members of the Government.

In the course of the sitting, based on the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Srdjan Kruzevic, before the expiry of the term he was elected for.

For the remainder of the day the National Assembly discussed the proposed candidate for Prime Minister, the programme and the proposed candidates for members of the Government.

On day three, 11 August 2016, the National Assembly continued the discussion on the proposed candidate for Prime Minister, the programme and the proposed candidates for members of the Government.

Based on the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office to fill vacated seats in the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly verified the terms of office of MPs Stanislava Janosevic, Nenad Mitrovic and Dr Ivan Bauer from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, Jovan Jovanovic from the Electoral List ENOUGH IS ENOUGH – SASA RADULOVIC, Dragan Vesovic from the Electoral List DVERI – DEMOCRATIC PARTY OF SERBIA – SANDA RASKOVIC IVIC - BOSKO OBRADOVIC, and Bajro Gegic from the Electoral List SDA Sandzak - Dr Sulejman Ugljanin, after which the newly-elected MPs took the oath of office and National Assembly Speaker Maja Gojkovic wished them success on the behalf of the MPs and herself.

By the end of the day the National Assembly had completed the discussion on the programme of the candidate for Prime Minister and the composition of the Government.

As the National Assembly had completed the debate the only item on the agenda, National Assembly Speaker Maja Gojkovic set Thursday, 11 August 2016, as Voting Day, starting at 4:55 pm.

Voting Day

On Voting Day, 11 August, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

On Voting Day, the MPs voted on the Government’s programme and the proposal for the election of Prime Minister and members of the Government by roll call. By a majority of 163 MPs’ votes, the National Assembly adopted the Government’s programme and elected Aleksandar Vucic Prime Minister of the Republic of Serbia and the members of the Government in the proposed composition.

Election of the Government and Oath Taking by the Prime Minister and Members of the Government

Following the election, the Prime Minister, deputy prime ministers and ministers of the Government took the oath of office by reading the text of the oath as stipulated by law and then signed the text of the oath.

National Assembly Speaker Maja Gojkovic congratulated the Prime Minister, deputy prime ministers and the ministers on being elected and wished them success.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Maja Gojkovic concluded the First Special Sitting of the National Assembly of the Republic of Serbia in the 11th legislature.
