First Sitting of the Subcommittee for Monitoring the Agricultural Situation in Marginal Areas with Difficult Working Conditions in the Republic of Serbia

At the sitting held on 10 December 2025, the Subcommittee for Monitoring the Agricultural Situation in Marginal Areas with Difficult Working Conditions in the Republic of Serbia considered the situation in the areas of livestock breeding and veterinary medicine, as well as outstanding unpaid subsidies.


Subcommittee Chairman Milija Miletic stressed that the situation vis-a-vis livestock breeding and veterinary medicine is an important topic for discussion, as data from the field show a clear decline in the number of livestock. He cited the age structure of agricultural holdings as the main reason for the negative trend, especially in hilly and mountainous areas and parts of southeastern Serbia, where fewer and fewer people remain in livestock farming. Miletic added that subsidies are of particular importance when it comes to quality breeding stock and indigenous breeds.

State Secretary of the Ministry of Agriculture, Forestry and Water Management Zeljko Radosevic said that budget implementation is currently at almost 97%, which shows that a responsible approach has accelerated the dynamics of payments to farmers. As he emphasised, it is important that funds are made available to farmers as soon as possible, so that they can plan their next activities.

Radosevic recalled that the year has been extremely difficult for agricultural production, due to poor weather conditions, reduced quantities of coarse animal feed and lower yields of corn and soybeans. He pointed out that trends in livestock farming are not favourable, but that similar challenges are present in much more developed European countries. He added that livestock farming requires a large workforce, which is decreasing, with a markedly unfavourable age structure of farms.

Compared to the 2012 and 2023 agricultural censuses, a significant decrease has been recorded in the number of farms engaged in livestock breeding, as many as 106,000 fewer than in 2012, said Radosevic.

Representatives of the Agrarian Payments Directorate, Veterinary Directorate, the academic community and farmers from Sokobanja, Knjazevac and Svrljig took part in the discussion.

The sitting was chaired by Subcommittee Chairman Milija Miletic, and attended by the Subcommittee members Dijana Radovic and Nenad Milojicic.
