First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Wednesday, 1 October, starting at 10 am.


The Second Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by the mixed choir “Abrasevic”.

The National Assembly adopted the following agenda:

1. Bill modifying the Law on Public Property, submitted by the Government;
2. Bill modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
3. Bill on the Confirmation of the Loan Agreement (Second Serbian Healthcare Development Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova on Cooperation and Mutual Assistance in Customs Matters, submitted by the Government;
5. Bill on Export and Import of Arms and Military Equipment, submitted by the Government;
6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the of the People’s Democratic Republic of Algeria on Mutual Exchange and Protection of Classified Data in Defence Matters, submitted by the Government;
7. Bill on the Confirmation of International Labour Organisation Convention 94 on Public Contracts Labour Clauses, submitted by the Government;
8. Bill on the Confirmation of the Protocol to the Stabilisation and Association Agreement between the Republic of Serbia of the one part and the European Communities and their member states of the other part, taking into consideration the accession of the Republic of Croatia to the European Union, submitted by the Government;
9. Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania, submitted by the Government;
10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group;
11. Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group;
12. Proposal of the Decision amending and modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Boris Tadic – New Democratic Party, Together for Serbia, Greens of Serbia Parliamentary Group.

The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda, joint debate in principle and single debate on items 5 and 6 on the agenda, joint single debate on items 7, 8 and 9 on the agenda and a joint single debate on items 10 and 11 on the agenda for the sitting.

The National Assembly also accepted the proposal of MP Zoran Babic to complete a debate in detail on the Bill modifying the Law on Public Property and the Bill modifying the Law on Tax Procedure and Tax Administration immediately after the debate in principle is completed on these bills.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the terms of office of MPs Marija Stevanovic, Drazen Jaric and Dejan Andrejevic, before the expiry of the term they were elected for, on the day they tendered their resignations.

Before recess, the National Assembly commenced a joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda viz. the Bill modifying the Law on Public Property, Bill modifying the Law on Tax Procedure and Tax Administration, Bill on the Confirmation of the Loan Agreement (Second Serbian Healthcare Development Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova on Cooperation and Mutual Assistance in Customs Matters.

The bills were elaborated by Serbian Deputy Prime Minister and Minister of Public Administration and Local Self-Government Dr Kori Udovicki

For the remainder of the day’s proceedings, the National Assembly conducted and then concluded the joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda for the sitting.

On the second day of the proceedings, 2 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, Members of Parliament Dr Sulejman Ugljanin, Dr Ljiljana Kosoric, Djordje Stojsic, Dr Janko Veselinovic, Borislav Stefanovic and Sonja Vlahovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a joint debate in principle and single debate on items 5 and 6 on the agenda. On the behalf of the submitter, the bills were elaborated by Minister of Defence Bratislav Gasic.

By the end of the day, the National Assembly concluded the joint debate in principle and single debate on the Bill on Export and Import of Arms and Military Equipment and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the of the People’s Democratic Republic of Algeria on Mutual Exchange and Protection of Classified Data in Defence Matters.

On the third day of the proceedings, 3 October, the National Assembly commenced a debate in detail on items 1 and 2 on the agenda – the Bill modifying the Law on Public Property and the Bill modifying the Law on Tax Procedure and Tax Administration, both submitted by the Government of the Republic of Serbia.

Before commencing the debate in detail, based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the terms of office of MPs Branka Jankovic, Dragan Polovina and Goran Mladenovic.

Then the National Assembly proceeded to conduct and conclude the debate in detail on items 1 and 2 on the agenda.

As the National Assembly had concluded the debate in principle and in detail on the first four items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic reminded the MPs of the provision of article 87, paragraph 5, of the National Assembly Rules of Procedure according to which the National Assembly Speaker may set a Voting Day on a bill immediately after the debate on said bill is completed.

Pursuant to said provision, National Assembly Deputy Speaker MA Igor Becic set Friday, 3 October 2014, as Voting Day on items 1, 2, 3 and 4 on the agenda – Bill modifying the Law on Public Property, Bill modifying the Law on Tax Procedure and Tax Administration, Bill on the Confirmation of the Loan Agreement (Second Serbian Healthcare Development Project) between the Republic of Serbia and the International Bank for Reconstruction and Development and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova on Cooperation and Mutual Assistance in Customs Matters, all submitted by the Government, starting at 2 pm.

Voting Day

On Voting Day, 3 October, by a majority vote, the National Assembly passed the Bill modifying the Law on Public Property, Bill modifying the Law on Tax Procedure and Tax Administration, Bill on the Confirmation of the Loan Agreement (Second Serbian Healthcare Development Project) between the Republic of Serbia and the International Bank for Reconstruction and Development and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova on Cooperation and Mutual Assistance in Customs Matters, submitted by the Government.

On the fourth day of the proceedings, 7 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Marko Djurisic, Dragan Jovanovic, Aleksandar Cotric, Vesna Martinovic and Dragan Sormaz, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a joint single debate on items 7, 8 and 9 on the agenda – the Bill on the Confirmation of International Labour Organisation Convention 94 on Public Contracts Labour Clauses, Bill on the Confirmation of the Protocol to the Stabilisation and Association Agreement between the Republic of Serbia of the one part and the European Communities and their member states of the other part, taking into consideration the accession of the Republic of Croatia to the European Union and the Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania.

On the behalf of the submitter, the bills were elaborated by Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic.

For the remainder of the morning part of the proceedings the National assembly concluded and then proceeded to conclude the joint single debate on items 7, 8 and 9 on the agenda.

Afterwards, the National Assembly commenced and concluded a joint single debate on items 10 and 11 on the agenda for the sitting – the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group and the Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group. The National Assembly also conducted and concluded a debate on the Proposal of the Decision amending and modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Boris Tadic – New Democratic Party, Together for Serbia, Greens of Serbia Parliamentary Group.

In the continuation, the National Assembly commenced and concluded a debate in detail on the Bill on Export and Import of Arms and Military Equipment

As the National Assembly had completed a debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic set Wednesday, 8 October 2014, as Voting Day on items 5 – 12 on the agenda for the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 11 am.

Voting Day

On Voting Day, 8 October, by a majority of votes, the National Assembly passed the Bill on Export and Import of Arms and Military Equipment, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the of the People’s Democratic Republic of Algeria on Mutual Exchange and Protection of Classified Data in Defence Matters, Bill on the Confirmation of International Labour Organisation Convention 94 on Public Contracts Labour Clauses, Bill on the Confirmation of the Protocol to the Stabilisation and Association Agreement between the Republic of Serbia of the one part and the European Communities and their member states of the other part, taking into consideration the accession of the Republic of Croatia to the European Union and the Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania, submitted by the Government.

By a majority of MPs’ votes, the National Assembly also adopted the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group and the Proposal of the Decision amending and modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Boris Tadic – New Democratic Party, Together for Serbia, Greens of Serbia Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker MA Igor Becic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
