First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011 for Tuesday, 11 October 2011, starting at 11 a.m.


The National Assembly adopted the following agenda:

1. Bill amending and modifying the Republic of Serbia 2011 Budget Law, with its accompanying proposals of decisions granting consent to the decisions amending and modifying the financial plans for 2011 of:

1) the Republic Fund for Pension and Disability Insurance,

2) the Republic Institute for Health Insurance,

3) the National Employment Service, submitted by the Government;

2. Bill amending and modifying the Public Debt Law, submitted by the Government;

3. Bill amending and modifying the Property Tax Law, submitted by the Government;

4. Bill amending the Law on Compulsory Traffic Insurance, submitted by the Government;

5. Bill Granting Guarantee by the Republic of Serbia in favour of Komercijalna Bankaa.d.Belgrade under the debt of Serbian Building Directorate Ltd. Belgrade, submitted by the Government;

6. Bill on the Confirmation of the Framework Loan Agreement between the Council of Europe Development Bank and the Republic of Serbia F/P 1720, submitted by the Government;

7. Bill on the Confirmation of the Loan Agreement (Catastrophe Risk Insurance Project for South-Eastern Europe and the Caucasus) between the Republic of Serbia and the International Bank of Reconstruction and Development, submitted by the Government;

8. Bill on the Confirmation of the Guarantee Contract (EPS Kolubara project) between the Republic of Serbia and the International Bank of Reconstruction and Development, submitted by the Government;

9. Bill on the Confirmation of the Additional Protocol to the Agreement on Amendment of and Accession to the Central Europe Free Trade Agreement, submitted by the Government;

10. Bill on the Confirmation of the Protocol between the Government of the Republic of Serbia and the Government of the Republic of Belarus amending and modifying the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Belarus on Free Trade between the Republic of Serbia and the Republic of Belarus of March 31, 2009, submitted by the Government;

11. Bill on the Confirmation of the Protocol between the Government of the Republic of Serbia and the Government of the Russian Federation on exclusion from free trade regime and rules to determine country of origin of goods to the Agreement between the Federal Government of the Federal Republic of Yugoslavia and the Government of the Russian Federation on Free Trade between the Federal Republic of Yugoslavia and the Russian Federation of August 28, 2000, submitted by the Government;

12. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan on mutual stimulation and protection of investment, submitted by the Government;

13. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan on mutual assistance in customs matters, submitted by the Government;

14. Bill on the Confirmation of the Economic Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Poland, submitted by the Government;

15. Bill on the Confirmation of the Convention on the Reduction of Statelessness, submitted by the Government;

16. Bill on the Confirmation of the Agreement on the creation of the International Anti-Corruption Academy as an international organisation, submitted by the Government;

17. Bill on the Confirmation of the Agreement between the governments of the BSEC (Black Sea Economic Cooperation) member countries on cooperation in fight against crime, particularly the organised kind, Additional Protocol to the Agreement between BSEC member countries on cooperation in fight against crime, particularly the organised kind and Additional Protocol on fight against terrorism relating to the Agreement between the governments of the member states of the Black Sea Economic Cooperation in fight against crime, particularly the organised kind, submitted by the Government;

18. Bill on the Confirmation of the Police Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Montenegro, submitted by the Government;

19. Bill on the Confirmation of the RACIVIAC – Centre for Security Cooperation Agreement, submitted by the Government;

20. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan on cooperation in the field of emergency situations, submitted by the Government;

21. Bill on the Confirmation of the Convention on Southeast European Law Enforcement Centre, submitted by the Government;

22. Bill on the Confirmation of the Protocol on Privileges and Immunities of the Southeast European Law Enforcement Centre, submitted by the Government;

23. Bill on the Confirmation of the Protocol on Pollutant Release and Transfer Registers to the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters, submitted by the Government;

24. Bill on the Confirmation of the Environmental Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey, submitted by the Government;

25. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Argentina on visa abolition for diplomatic and official passport holders, submitted by the Government;

26. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Oriental Republic of Uruguay on visa abolition for its citizens, submitted by the Government;

27. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Bolivarian Republic of Venezuela on visa abolition for diplomatic and official passport holders, submitted by the Government;

28. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the State of Kuwait on visa abolition for diplomatic and official passport holders, submitted by the Government;

29. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine on visa abolition for its citizens, submitted by the Government;

30. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Albania on mutual travels of their citizens, submitted by the Government;

31. Bill on the Confirmation of the Amendments to the Convention on the International Mobile Satellite Organisation, submitted by the Government;

32. Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and Government of the Russian Federation, submitted by the Government;

33. Bill on the Confirmation of the Amendments 1 – 6 to the European Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETP), submitted by the Government;

34. Bill on the Confirmation of the Tourism Cooperation Agreement between the Government of the Republic of Serbia and Government of the Russian Federation, submitted by the Government;

35. Bill on the Confirmation of the International Labour Organisation’s Maritime Labour Convention, 2006, submitted by the Government;

36. Bill on the Confirmation of the Cultural Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, submitted by the Government;

37. Bill on the Confirmation of the Strategic Partnership and Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic France, submitted by the Government.

At the beginning of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011, in the presence of the honour guard of the Serbian Army, the National Assembly Speaker greeted, on the behalf of the MPs and herself, the conductor and members of the Serbian Church Choral Society of Pancevo who sang the national anthem of the Republic of Serbia.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Riza Halimi, Vesna Pesic, Jovan Damjanovic, Konstantin Arsenovic, Miroslav Markicevic, Milos Aligrudic, Gojko Radic, Miroslava Pejica, Dragan Todorovic and Smiljana Milisavljevic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

By a majority of votes, the National Assembly decided to complete a joint debate in principle and unified debate on items 1, 2, 3 and 4 on the agenda, joint debate in principle and unified debate on items 5, 6, 7 and 8 on the agenda and a joint unified debate on items 9 through 37on the agenda.

In the morning part of the proceedings, the National Assembly commenced a joint debate in principle and unified debate on items 1, 2, 3 and 4 on the agenda. Serbian Prime Minister and Minister of Finance Mirko Cvetkovic explained the proposed amendments and modifications on the behalf of the submitter.

After recess, the Chair, National Assembly Deputy Speaker Gordana Comic informed the MPs that part of the sitting was being viewed by delegations of the Slovak Parliamentary Institute and Westminster Foundation for Democracy from the gallery of the Grand Hall of the National Assembly House and greeted them on the behalf of the MPs.

By the end of the first day of work, the National Assembly concluded the joint debate in principle and unified debate on items 1, 2, 3 and 4 on the agenda.

On the second day of work, 12 October, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic opened a joint debate in principle and unified debate on items 5, 6, 7 and 8 on the agenda for the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011.

As no Government representatives were able to attend, the National Assembly Speaker informed the MPs that the sitting would be continued on Thursday, 13 October, at 10 a.m.


On the third day of work, 13 October, the National Assembly completed a joint debate in principle and unified debate on the Bill Granting Guarantee by the Republic of Serbia in favour of Komercijalna Bankaa.d.Belgrade under the debt of Serbian Building Directorate Ltd. Belgrade, Bill on the Confirmation of the Framework Loan Agreement between the Council of Europe Development Bank and the Republic of Serbia F/P 1720, Bill on the Confirmation of the Loan Agreement (Catastrophe Risk Insurance Project for South-Eastern Europe and the Caucasus) between the Republic of Serbia and the International Bank of Reconstruction and Development and the Bill on the Confirmation of the Guarantee Contract (EPS Kolubara project) between the Republic of Serbia and the International Bank of Reconstruction and Development.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Konstantin Arsenovic, Ivan Andric, Miroslav Markicevic, Zoran Sami, Miljan Randjelovic, Nada Kolundzija and Dragan Todorovic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

By the end of the day the National Assembly had conducted and concluded a joint unified debate on the bills confirming international treaties, agreements, conventions and protocols i.e. items 9 through 37 on the agenda.

On the fourth day of work, 17 October, the National Assembly completed a debate in detail on the Bill amending and modifying the Republic of Serbia 2011 Budget Law, with its accompanying proposals of decisions granting consent to the decisions amending and modifying the financial plans for 2011 of:

1) the Republic Fund for Pension and Disability Insurance,

2) the Republic Institute for Health Insurance,

3) the National Employment Service.

On the fifth day of work, 18 October, the National Assembly conducted and concluded a joint debate in detail on the Bill amending and modifying the Public Debt Law, Bill amending and modifying the Property Tax Law, Bill amending the Law on Compulsory Traffic Insurance and the Bill Granting Guarantee by the Republic of Serbia in favour of Komercijalna Bankaa.d.Belgrade under the debt of Serbian Building Directorate Ltd. Belgrade.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Nikola Novakovic, Konstantin Arsenovic, Bojan Djuric, Velimir Ilic, Petar Petrovic, Zoran Nikolic and Nemanja Sarovicrequested information and explanations in line with article 286 of the Rules of Procedure.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Tuesday, 18 October 2011, as Voting Day on the items on the agenda for the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011, starting at 1 p.m.

Voting Day

On Voting Day, 18 October, by a majority of votes, the National Assembly adopted the Bill amending and modifying the Republic of Serbia 2011 Budget Law, with its accompanying proposals of decisions granting consent to the decisions amending and modifying the financial plans for 2011 of:

1) the Republic Fund for Pension and Disability Insurance,

2) the Republic Institute for Health Insurance,

3) the National Employment Service.

The National Assembly adopted the Bill amending and modifying the Public Debt Law, Bill amending and modifying the Property Tax Law and the Bill amending the Law on Compulsory Traffic Insurance.

By a majority of votes, the National Assembly adopted the: Bill Granting Guarantee by the Republic of Serbia in favour of Komercijalna Bankaa.d.Belgrade under the debt of Serbian Building Directorate Ltd. Belgrade, Bill on the Confirmation of the Framework Loan Agreement between the Council of Europe Development Bank and the Republic of Serbia F/P 1720, Bill on the Confirmation of the Loan Agreement (Catastrophe Risk Insurance Project for South-Eastern Europe and the Caucasus) between the Republic of Serbia and the International Bank of Reconstruction and Development and the Bill on the Confirmation of the Guarantee Contract (EPS Kolubara project) between the Republic of Serbia and the International Bank of Reconstruction and Development.

The National Assembly also adopted a number of bills on the confirmation of international agreements, treaties and protocols listed as items 9 to 37 on the agenda.

As the National Assembly had completed the discussion on all the items on the agenda for the session and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011.
