First Extraordinary Session of the National Assembly of the Republic of Serbia in 2015
At the request of the Government of the Republic of Serbia, National Assembly Speaker Maja Gojkovic convened the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2015 for Thursday, 15 January 2015, starting at 10 am.
The request to hold the First Extraordinary Session set the following agenda:
1. Bill amending and modifying the Company Law, submitted by the Government;
2. Bill amending the Law on the Republic of Serbia Development Fund, submitted by the Government; and
3. Bill on the Confirmation of the Privileged Buyer Loan Agreement for stage two of the package project KOSTOLAC – B POWER PLANT PROJECT between the Government of the Republic of Serbia, represented by the Ministry of Finance, as Borrower and the Chinese Export-Import Bank as Creditor, submitted by the Government.
The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle and single debate on all the items on the agenda.
Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Mirko Cikiriz, Enis Imamovic, Aleksandar Senic, Dubravka Filipovski, MA Aleksandra Jerkov, Prof. Dr Marko Atlagic and Novica Toncev requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly then proceeded to commence the joint debate in principle and single debate on the Bill amending and modifying the Company Law, Bill amending the Law on the Republic of Serbia Development Fund and the Bill on the Confirmation of the Privileged Buyer Loan Agreement for stage two of the package project KOSTOLAC – B POWER PLANT PROJECT between the Government of the Republic of Serbia, represented by the Ministry of Finance, as Borrower and the Chinese Export-Import Bank as Creditor.
The bills were elaborated by Minister of Mining and Energy Aleksandar Antic and Minister of Economy Zeljko Sertic as representatives of the submitter.
By the end of the day, the National Assembly had completed the joint debate in principle and single debate on all the items on the agenda for the session.
On the second day of the proceedings, 19 January, the National Assembly conducted and concluded a debate in detail on item 1 on the agenda - the Bill amending and modifying the Company Law.
The National Assembly went on to complete a debate in detail on item 2 on the agenda - the Bill amending the Law on the Republic of Serbia Development Fund.
As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Monday, 19 January 2015, as Voting Day on all the items on the agenda for the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at 3.10 pm.
Voting Day
On Voting Day, 19 January, by a majority vote, the National Assembly passed the Bill amending and modifying the Company Law and the Bill amending the Law on the Republic of Serbia Development Fund.
By a majority vote, the National Assembly also passed the Bill on the Confirmation of the Privileged Buyer Loan Agreement for stage two of the package project KOSTOLAC – B POWER PLANT PROJECT between the Government of the Republic of Serbia, represented by the Ministry of Finance, as Borrower and the Chinese Export-Import Bank as Creditor.
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic, concluded the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
