First Extraordinary Session of the National Assembly of the Republic of Serbia in 2010

The First Extraordinary Session of the National Assembly of the Republic of Serbia in 2010, convened by the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, at the request of 123 deputies, was held on 23 February 2010, starting at 10 a. m. The First Extraordinary Session of the National Assembly of the Republic of Serbia in 2010, convened by the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, at the request of 123 deputies, was held on 23 February 2010, starting at 10 a.m.

The Request to hold the First Extraordinary Session of the National Assembly set the agenda containing one item, the Bill on the National Assembly, submitted by a group of 128 deputies on 17 February 2010.

At the beginning of the session, the heads i.e. authorised representatives of the Deputy Groups, Jorgovanka Tabakovic, Radojko Obradovic, Dragan Todorovic, Cedomir Jovanovic and Miroslav Markicevic requested information and/or explanations, under article 235 of the Rules of Procedure.

Before moving on to the agenda, at the proposal of the Administrative Committee, the National Assembly noted the termination of the term of office, before the end of the term he was elected to, of deputy Goran Cvetanovic, elected from the Serbian Radical Party – Dr Vojislav Seselj Deputy Group.

Afterwards, the National Assembly conducted a discussion in principle on the Bill on the National Assembly, that gave voice to various objections and suggestions to some of the solutions.

By the end of the day, the National Assembly had concluded the discussion in principle on the Bill on the National Assembly.

On the second day of the session, 25 February, the National Assembly conducted a discussion on the particulars of the Bill on the National Assembly.

At the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups, Miroslav Markicevic, Radojko Obradovic, Dragan Todorovic, Jorgovanka Tabakovic and Aleksandra Jerkov requested information and/or explanations, under article 235 of the Rules of Procedure.

The deputies suspended work according to the agenda of the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2010 in order to pose parliamentary questions to the Government in line with article 200 paragraph1 of the National Assembly Rules of Procedure.


On the third day of the session, 26 February, the National Assembly concluded the discussion on the particulars of the Bill on the National Assembly.

The National Assembly Speaker, Prof. Dr Slavica Djukic-Dejanovic informed the deputies that she set 26 February as Voting Day on the only item on the agenda for the session, starting at 2,30 p.m.

Voting Day

On Voting Day, 26 February, the National Assembly adopted the Bill on the National Assembly by a majority of votes (127).

By a majority of votes, the deputies established the existence of decidedly reasonable grounds for the Law on the National Assembly to come into force earlier than on the eight day after being published in the Official Gazette of the Republic of Serbia.

Since the National Assembly had completed the discussion on the only item on the agenda and ruled on it, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, concluded the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2010.
