The National Assembly set the following agenda:

1.Bill amending and modifying the Republic of Serbia 2014 Budget Law, with its accompanying Proposal of the Decision granting consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2014 Financial Plan,Proposal of the Decision granting consent to the Decision modifying the Republic Health Insurance Fund 2014 Financial Plan, Proposal of the Decision granting consent to the Decision modifying the National Employment Service 2014 Financial Plan and the Proposal of the Decision granting consent to the Decision modifying the Fund for Social Insurance of Military Insured 2014 Financial Plan, submitted by the Government;

2.Bill on temporary regulation of salary i.e. wages and other steady income calculation and payment bases of public fund users, submitted by the Government;

3.Bill on temporary regulation of pension payment, submitted by the Government;

4.Bill amending and modifying the Law on Central Registry of Compulsory Social Insurance, submitted by the Government.

The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle on and single debate on all four items on the agenda.

The National Assembly commenced the joint debate in principle and single debate on the Bill amending and modifying the Republic of Serbia 2014 Budget Law, with its accompanying Proposal of the Decision granting consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2014 Financial Plan,Proposal of the Decision granting consent to the Decision modifying the Republic Health Insurance Fund 2014 Financial Plan, Proposal of the Decision granting consent to the Decision modifying the National Employment Service 2014 Financial Plan and the Proposal of the Decision granting consent to the Decision modifying the Fund for Social Insurance of Military Insured 2014 Financial Plan, Bill on temporary regulation of salary i.e. wages and other steady income calculation and payment bases of public fund users, Bill on temporary regulation of pension payment and the Bill amending and modifying the Law on Central Registry of Compulsory Social Insurance.

The sitting was attended by Serbian Prime Minister Aleksandar Vucic, Minister of Finance Dr Dusan Vujovic and Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin, who provided the rationale for the bills.

The National Assembly conducted and, by the end of the day, concluded the joint debate in principle on and single debate on items 1, 2, 3 and 4 on the agenda.

On the second day of the proceedings, 26 October, the National Assembly completed a debate in detail on the Bill amending and modifying the Republic of Serbia 2014 Budget Law, with its accompanying Proposal of the Decision granting consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2014 Financial Plan,Proposal of the Decision granting consent to the Decision modifying the Republic Health Insurance Fund 2014 Financial Plan, Proposal of the Decision granting consent to the Decision modifying the National Employment Service 2014 Financial Plan and the Proposal of the Decision granting consent to the Decision modifying the Fund for Social Insurance of Military Insured 2014 Financial Plan, submitted by the Government.

By the end of the day, the National Assembly had also completed a debate in detail on items 2, 3 and 4 on the agenda.

As the National Assembly had completed the debate on the all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic, set Sunday, 26 October 2014, as Voting Day on all the items on the agenda for the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 10.08 pm.

On Voting Day, 26 October, by a majority of MPs’ votes, the National Assembly passed the Bill amending and modifying the Republic of Serbia 2014 Budget Law, with its accompanying Proposal of the Decision granting consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2014 Financial Plan,Proposal of the Decision granting consent to the Decision modifying the Republic Health Insurance Fund 2014 Financial Plan, Proposal of the Decision granting consent to the Decision modifying the National Employment Service 2014 Financial Plan and the Proposal of the Decision granting consent to the Decision modifying the Fund for Social Insurance of Military Insured 2014 Financial Plan.

By majority vote, the National Assembly also passed the Bill on temporary regulation of salary i.e. wages and other steady income calculation and payment bases of public fund users. The National Assembly also adopted the Bill on temporary regulation of pension payment, by majority vote. The Chair, National Assembly Speaker Maja Gojkovic, informed the MPs that the amendment to article 1 submitted by the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction had become part of the law.

On Voting Day, by a majority of MPs’ votes, the National Assembly also adopted the Bill amending and modifying the Law on Central Registry of Compulsory Social Insurance.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.
