Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2008

At the request of 116 deputies, the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2008, for Thursday, 25 September, starting at 10 a.


At the request of 116 deputies, the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2008, for Thursday, 25 September, starting at 10 a.m.

The following agenda was set in the Request for holding the sitting:

1. The Proposals of the Decisions on the termination of function and election of members of the Council of the National Bank of Serbia, submitted by the Finance Committee;

2. The Proposal of the Decision on the election of Deputy Ombudsman, submitted by the Ombudsman;

3. The Proposals of the Decisions on the termination of office of bearers of judicial functions, submitted by the Committee on Justice and Administration;

4. The Proposal of the Decision on the appointment of Deputy Secretary of the National Assembly of the Republic of Serbia, submitted by the Administrative Committee.

In the morning part of the work day the deputies posed questions, requested information and pointed out violations of the Rules of Procedure.

In the afternoon part, the National Assembly commenced a joint discussion on the proposals of the decisions on the termination of function and election of members of the Council of the National Bank of Serbia, submitted by the Finance Committee.


On the second day of work, 26 September, before opening the unified discussion on the proposals of the decisions on the termination of function and election of members of the Council of the National Bank of Serbia, the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic informed the National Assembly that the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2008 convened for 26 September at 10 a.m., due to inability to commence at the appointed time, shall begin after the Fifth Extraordinary Session of the National Assembly is concluded. The Speaker of the National Assembly stressed that the beginning of the session has not been postponed, merely, it is impossible to commence the session at the appointed time.

In the morning part of the work day the deputies posed questions and pointed out violations of the Rules of Procedure.

In the afternoon part, at the proposal of the Administrative Committee, the National Assembly urgently included into the agenda of the Fifth Extraordinary Session of the National Assembly in 2008, discussed and adopted the Proposal of the Decision allowing the apprehension-incarceration of Munjiza Zeljko, judge of the Trade Court in Belgrade.

For the rest of the day the National Assembly conducted the discussion on the proposals of the decisions on the termination of function and election of members of the Council of the National Bank of Serbia.


On the third day of the session, 29 September, the National Assembly concluded the unified discussion on the Proposal of the Decision on the election of Deputy Ombudsman.

The National Assembly acknowledged the termination of mandate before the end of the term he was elected for of deputy Daniel Petrovic elected from the electoral list For European Serbia-Boris Tadic. Based on the report of the Republic Electoral Commission and the Administrative Committee, the deputies acknowledged the verification of mandate of deputies Ljubisa Petkovic, elected from the Serbian Radical Party-Dr Vojislav Seselj electoral list and Nenad Canak elected from the electoral list For European Serbia-Boris Tadic.


At the beginning of the sitting, on the fourth day (30 September), the Speaker of the National Assembly Slavica Djukic-Dejanovic congratulated Ramadan Bayram to all Muslim believers.

In the continuation, the National Assembly conducted a joint discussion on the proposals of the decisions on the termination of office of bearers of judicial function, submitted by the Justice Committee.

By the end of the work day, a joint discussion on the Proposal of the Decision on the appointment of Deputy Secretary of the National Assembly of the Republic of Serbia, submitted by the Administrative Committee, was also conducted.

Following the completed discussion on all the items on the agenda of the Fifth Extraordinary Session of the National Assembly, Speaker Slavica Djukic-Dejanovic set Tuesday, 7 October, as Voting Day, starting at 10 a.m.

Before the sitting had commenced, on the fifth day of work (7 October), the Speaker of the National Assembly Slavica Djukic-Dejanovic informed the deputies that, at the proposal of the Administrative Committee, the National Assembly acknowledges the termination of mandate before the end of the term he was elected for, of deputy Radivoje Milanovic elected from the electoral list For European Serbia – Boris Tadic.

Voting Day

In the continuation of the sitting of the Fifth Extraordinary Session, based on the Report of the Republic Electoral Committee and the proposal of the Administrative Committee, the Speaker of the National Assembly acknowledged the verification of mandate of deputy Miroslav Marinkovic elected from the electoral list For European Serbia – Boris Tadic and congratulated the deputy on being elected.

On Voting Day, the National Assembly adopted the Proposal of the Decision on the termination of function of a member of the Council of the National Bank of Serbia with 128 votes in favour and the Proposal of the Decision on the election of members of the Council of the National Bank of Serbia by 129 votes, as well as the Proposal of the Decision on the election of a member of the Council of the National Bank of Serbia.

Having voted on all the proposals of decisions, the National Assembly adopted the proposal to have the Decision on the election of members of the Council of the National Bank of Serbia published in the “Official Gazette of the Republic of Serbia”. On her own behalf and the behalf of the deputies, Slavica Djukic-Dejanovic congratulated Prof. Dr Milojko Arsic, Prof. Dr Zorica Mladenovic and Prof. Dr Nenad Vunjak on being elected members of the Council of the National Bank of Serbia.

With 168 votes in favour, the National Assembly adopted the Proposal of the Decision on the election of Deputy Ombudsman. On her own behalf and the behalf of the deputies, the Speaker of the National Assembly congratulated Dr Goran Basic, Dr Zorica Mrsevic, Tamara Luksic-Orlandic and Milos Jankovic on being elected Deputy Ombudspersons.

Having conducted the unified discussion on the proposals of decisions on the termination of office of bearers of judicial functions, the National Assembly, by a majority of votes, adopted the Proposal of the Decision on the termination of office of court president, the Proposal of the Decision on the termination of judicial duty and the Proposal of the Decision on the dismissal of a court president.

The National Assembly went on to decide individually on the disputed proposals of the Proposal of the Decision on the dismissal from judicial duty. After the deputies had their say, the Speaker of the National Assembly noted that the National Assembly did not dismiss Vlastimir Dimic, Mirjana Lazarevic and Milorad Milin from judicial duty.

With 129 votes in favour, the National Assembly adopted the Proposal of the Decision on the dismissal from judicial duty, barring the disputed proposals.

By a majority of votes, the National Assembly adopted the Proposal of the Decision on the termination of public prosecutorial duty, the Proposal of the Decision on the dismissal of Deputy Republic Public Prosecutor and the Proposal of the Decision on the dismissal of Public Prosecutor.

By 138 votes, the National Assembly adopted the Proposal of the Decision on the appointment of Deputy Secretary of the National Assembly. The Speaker of the National Assembly congratulated Bojan Pudar on being appointed Deputy Secretary of the National Assembly.

On Voting Day, the National Assembly ruled on the violations of the Rules of Procedure pointed out by the deputies during the session. The National Assembly ruled that none of the instances violated the articles of the Rules of Procedure.

Since the National Assembly had completed the discussion on all the items on the agenda and decided upon them, the Speaker of the National Assembly Slavica Djukic-Dejanovic concluded the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2008.
