Fifth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of the Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia, 11 legislature, for Wednesday, 20 September 2017, starting at 10 am.


The request to hold the session specified the following agenda:

  1. Bill on the Basis of the System of Education and Upbringing, submitted by the Government;
  2. Bill on Higher Education, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on both the items on the agenda.

The National Assembly proceeded to note the termination of the term of office before the expiry of the term they were elected for of MPs Prof. Dr Milovan Bojic and Aleksandra Djurovic.

The National Assembly then commenced the joint debate in principle on the Bill on the Basis of the System of Education and Upbringing and the Bill on Higher Education, presented to the MPs by the representative of the submitter, Minister of Education, Science and Technological Development Mladen Sarcevic.

For the remainder of the day the National Assembly conducted the joint debate in principle on the Bill on the Basis of the System of Education and Upbringing and the Bill on Higher Education.

On the second day of the proceedings, 21 September, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Djordje Vukadinovic, Zoran Zivkovic, Bosko Obradovic, Enis Imamovic, Dr Predrag Jelenkovic, Balsa Bozovic, Sasa Radulovic, Dr Aleksandar Martinovic and Marijan Risticevic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued the joint debate in principle on the Bill on the Basis of the System of Education and Upbringing and the Bill on Higher Education.

Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MPs Ana Carapic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, and Aleksandar Seselj, elected from the Electoral List Dr VOJISLAV SESELJ - SERBIAN RADICAL PARTY. The newly-elected MPs took the oath of office after which National Assembly Speaker Maja Gojkovic wished them successful work.

By the end of the day the National Assembly had concluded the joint debate in principle on the Bill on the Basis of the System of Education and Upbringing and the Bill on Higher Education.

On the third day of the proceedings, 25 September, the National Assembly commenced the debate in detail on the Bill on the Basis of the System of Education and Upbringing and the Bill on Higher Education.

The National Assembly conducted the debate in detail on the Bill on the Basis of the System of Education and Upbringing for the remainder of the day.

On the fourth day of the proceedings, 26 September, the heads i.e. authorised representatives of the parliamentary groups, MPs Zoran Zivkovic, Fatmir Hasani, Djordje Vukadinovic, Marko Djurisic, Prof. Dr Vojislav Seselj, Milija Miletic, Srdjan Nogo, Gordana Comic, Dusan Pavlovic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Throughout the day the National Assembly conducted the debate in detail on the Bill on the Basis of the System of Education and Upbringing.

On the fifth day of the proceedings, 27 September, the National Assembly continued and by the end of the day concluded the debate in detail on the Bill on the Basis of the System of Education and Upbringing, as well as on the Bill on Higher Education.

As the National Assembly completed the debate in principle and in detail on both the items on the agenda, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Wednesday, 27 September 2017, as Voting Day on all the items on the agenda of the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, starting at 5 pm.

Voting Day

On Voting Day, 27 September, by majority vote, the National Assembly passed the Bill on the Basis of the System of Education and Upbringing and the Bill on Higher Education

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.
