Execution of NAP for the Implementation of UNSC Resolution 1325 – Women, Peace and Security

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic Dejanovic addressed the participants of the public hearing on the “Execution of the National Action Plan for the Implementation of United Nations Security Council Resolution 1325 – Women, Peace and Security”, organised by the National Assembly‘s Committee on Defense and Security.


The public hearing aims to analyse the progress made in the execution of the National Action Plan for the implementation of the United Nations Security Council Resolution 1325 – Women, Peace and Security, on the occasion of the first anniversary of its adoption, as well as actualize the issue of creating a Monitoring Body to review and follow the work of all the authorities and mechanisms for the implementation of the National Action Plan.

National Assembly Speaker Slavica Djukic Dejanovic greeted the participants of the public hearing:

”The implementation of the National Action Plan (NAP) covers the period from 2010-2015, so I believe it very important to review its implementation now, the steps taken and future actions. I would like to stress that Serbia is one of the few states who have begun to put the provisions of Resolution 1325 into action.

Patriarchal societies believe that security issues are men’s work and that women can only be the object, not an active factor in the establishment of a country’s stability and security. But times and opinions have changed. Without security, no society can be free. Women’s rights, peace and democracy are impossible without security.

UN Security Council Resolution 1325 has prompted and additionally encouraged many women and men around the world to speak out against violence against women and children in both war and peace. This Resolution was followed by three additional resolutions, which launched a global debate on the role of women in changing the very approach to security, the role of women in the establishment of a new security framework.

Women are not only victims of war and violence but also play an active role as participants of the conflicting sides, as peacemakers, politicians and activists. The European Union has recognised that equal participation of men and women in these roles is a very significant goal, as well as a way to prevent and resolve conflicts and promote the culture of inclusive and sustainable peace.

The formation and functioning of institutional mechanisms for the implementation of the NAP should receive special attention. A Political Council for the implementation of the plan was recently created by Government decree. It is necessary to create a Monitoring Body to overview the implementation of the NAP, which is within the National Assembly’s scope. The Monitoring Body is a democratic oversight mechanism and will comprise representatives of the National Assembly’s competent committees and the Equality Protection Commissioner”.

National Assembly Speaker Slavica Djukic Dejanovic expressed her belief that the implementation of Resolution 1325 and the oversight of said implementation would give tangible results.
