The model of monitoring and reporting was presented by the Head of the Serbian Negotiating Team Tanja Miscevic who stressed that chapters 23 and 24 will remain open to the end of the negotiation process and are, along with Chapter 35, control chapters that affect the entire negotiation process. She added that the manner and dynamics of reporting on the implementation of action plans, harmonisation of the normative framework and understanding the completion criteria for the chapters have been established in agreement with the European Commission.

Miscevic said that, in addition to the internal reporting mechanisms – quarterly for Chapter 23 and monthly for Chapter 24, Serbia will also be informing the European Commission on the implementation of the action plans twice a year, and, at the request of the EU member states, will also submit extraordinary reports. After this year’s European Commission Progress Report, the next will be presented in 2018, while in the meantime there will be shorter reports for the EU member states as an additional monitoring instrument, said Miscevic.

European Integration Committee Chairperson Marinika Tepic that the current stage of the European integration process is the result of all the governments who had worked on it. She reminded the members of the Negotiating Team and the heads of the negotiating groups tasked with individual chapters of the diverse composition of this legislature’s National Assembly which includes Euro-sceptic options, as well as of the role of the National Assembly, Committee and the National Convention on the EU in establishing the negotiating positions for the chapters.

Tepic said that the Committee would intensify its oversight role especially over the implementation of measures employed in addition to the internal reporting on progress and realisation of action plans. She informed the Head of the Serbian Negotiating Team that the Committee will also intensify parliamentary contacts with colleagues from Estonia, the country which will be presiding over the EU Council next year.

The Committee members, heads of the negotiating groups for chapters 23 and 24, and the representatives of the National Convention on the EU exchanged views on specific questions regarding the reporting and the future activities concerning the European Integration Committee.

The sitting was also attended by Committee members Aleksandar Stevanovic, Vesna Markovic, Elvira Kovacs and Zvonimir Djokic.
