Eleventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014
National Assembly Speaker Maja Gojkovic convened the Eleventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Monday, 22 December 2014, starting at 10 am.
The National Assembly set the following agenda:
1. Bill amending and modifying the Republic of Serbia 2014 Budget Law, with its accompanying Proposal of the Decision granting consent to the Decision modifying the Republic Pension and Disability Insurance Fund 2014 Financial Plan and the Proposal of the Decision granting consent to the Decision modifying the National Employment Service 2014 Financial Plan, submitted by the Government,
2. Republic of Serbia 2015 Budget Bill, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2015 Financial Plan, Proposal of the Decision granting consent to the Republic Health Insurance Fund 2015 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2015 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2015 Financial Plan, submitted by the Government,
3. Bill amending the Law on Pension and Disability Insurance, submitted by the Government,
4. Bill amending and modifying the Budget System Law, submitted by the Government,
5. Bill amending and modifying the Excise Tax Law, submitted by the Government,
6. Bill amending the Value Added Tax Law, submitted by the Government,
7. Bill amending and modifying the Corporate Income Tax Law, submitted by the Government,
8. Bill amending the Law on Property Restitution and Compensation, submitted by the Government,
9. Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, submitted by the Government,
10. Bill Granting Guarantee by the Republic of Serbia in favour of OTP Bank Serbia Ltd. Novi Sad, Banca Intesa Ltd. Belgrade, NBG Bank Malta LTD, ''AIK Banka'' Ltd. Nis and UniCredit Bank Serbia Ltd. Belgrade under the debt of public enterprise “Srbijagas” Novi Sad, submitted by the Government,
11. Bill on assumption of obligations of company Air Serbia Ltd. Belgrade toward legal and physical entities for services rendered and goods delivered and the transformation of said obligations into the public debt of the Republic of Serbia, submitted by the Government,
12. Bill on the Confirmation of the Guarantee Agreement between the Republic of Serbia and the European Bank for Rehabilitation and Development for a credit line for the Deposit Insurance Agency, submitted by the Government.
The National Assembly accepted the proposal of MP Vladimir Marinkovic to complete a joint debate in principle and single debate on items 1 through 12 on the agenda.
The National Assembly then proceeded to commence a joint debate in principle and single debate on items 1 through 12 on the agenda.
On the behalf of the submitter, the bills were elaborated by Minister of Finance Dr Dusan Vujovic.
The sitting was attended by Prime Minister Aleksandar Vucic, Minister of Interior Dr Nebojsa Stefanovic, Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin, Minister of Youth and Sport Vanja Udovicic, Minister without portfolio responsible for European integration Jadranka Joksimovic, Minister of Trade, Tourism and Telecommunications Rasim Ljajic, Minister of Economy Zeljko Sertic, Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic, Minister of Mining and Energy Aleksandar Antic, Minister of Health Zlatibor Loncar, Minister of Public Administration and Local Self-Government Kori Udovicki, Minister of Education, Science and Technological Development Srdjan Verbic and Minister of Defence Bratislav Gasic.
The National Assembly conducted and, by the end of the day, concluded the joint debate in principle and single debate on items 1 through 12 on the agenda.
On the second day of the proceedings, 24 December, the National Assembly commenced a debate in detail on items 1 through 12 on the agenda.
The sitting was attended by Minister of Finance Dr Dusan Vujovic, Minister of Interior Dr Nebojsa Stefanovic, Minister of Economy Zeljko Sertic, Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin, Minister without portfolio responsible for European integration Jadranka Joksimovic, Minister of Public Administration and Local Self-Government Kori Udovicki and Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic.
By the end of the day, the National Assembly concluded the debate in detail on items 1 through 12 on the agenda.
As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic, set Thursday, 25 December 2014, as Voting Day on all the items on the agenda for the Eleventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 5 am.

On Voting Day, 25 December, by majority vote, the National Assembly passed the Bill amending and modifying the Republic of Serbia 2014 Budget Law, with its accompanying Proposal of the Decision granting consent to the Decision modifying the Republic Pension and Disability Insurance Fund 2014 Financial Plan and the Proposal of the Decision granting consent to the Decision modifying the National Employment Service 2014 Financial Plan. By majority vote, the National Assembly also passed the Republic of Serbia 2015 Budget Bill, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2015 Financial Plan, Proposal of the Decision granting consent to the Republic Health Insurance Fund 2015 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2015 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2015 Financial Plan.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker MA Igor Becic concluded the Eleventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
