Eleventh Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2005

The Eleventh Extraordinary Sitting of the National Assembly of the Republicof Serbiain 2005, convened by the Chairman, Predrag Markovic, for 29 August, commenced on 30 August, after the session of the Tenth Extraordinary Sitting had been concluded.


The Eleventh Extraordinary Sitting of the National Assembly of the Republicof Serbiain 2005, convened by the Chairman, Predrag Markovic, for 29 August, commenced on 30 August, after the session of the Tenth Extraordinary Sitting had been concluded.

In its request for holding the session, the Government of the Republicof Serbiaset the following agenda for the Eleventh Extraordinary Sitting:


    - Public Administration Bill, proposed by the Government of the Republicof Serbia;
    - Civil Servants Bill, proposed by the Government of the Republicof Serbia;
    - Competition Protection Bill, proposed by the Government of the Republicof Serbia;
    - Advertising Bill, proposed by the Government of the Republicof Serbia;
    - Consumer Protection Bill, proposed by the Government of the Republicof Serbia;
    - Prices Bill, proposed by the Government of the Republicof Serbia;
    - Public Defender Bill, proposed by the Government of the Republicof Serbia.

Before the start of discussion, Mr Markovic informed the deputies of the decision of deputies Bajram Omeragic and Esad Dzudzevic to henceforth appear as independent deputies not belonging to any deputies’ group.

At the start of the joint initial debate on the Public Administration Bill and the Civil Servants Bill, the secretary of the Republic Legislative Secretariat, Zoran Balinovac, speaking as the representative of the proposer, presented the two Bills to the deputies.

The deputies discussed the Bills in principle until the end of the day’s session.

On the second day of the sitting (31 August), the National Assembly concluded joint discussion in principle on the Public Administration Bill and the Civil Servants Bill.

In the afternoon part of the session, the National Assembly commenced joint discussion in principle on the Competition Protection Bill, the Advertising Bill, the Consumer Protection Bill and the Prices Bill.

Before the discussion commenced, the deputies were addressed by the Minister of Trade and Tourism, Dr Bojan Dimitrijevic, as representative of the proposer of the Bills.

On the third day of the sitting (1 September), the National Assembly concluded joint discussion in principle on the Competition Protection Bill, the Advertising Bill, the Consumer Protection Bill and the Prices Bill.

On the fourth day of the sitting (5 September), at the beginning of the discussion in principle on the Public Defender Bill, the deputies were addressed by the Minister of Public Administration and Local Self-government in the Government of the Republic of Serbia, Dr Zoran Loncar, as representative of the bill’s proposer.

The National Assembly finished discussion the Bill in principle.

On the fifth day of the sitting (6 September), the National Assembly discussed the particulars of the Public Administration Bill and the Civil Servants Bill.

When the session resumed, on the sixth day of the sitting (7 September), the National Assembly discussed the particulars of the Competition Protection Bill and commenced discussing the particulars of the Advertising Bill.

On the seventh day of the sitting (8 September), the National Assembly concluded discussing the particulars of the Advertising Bill, the Consumer Protection Bill and the Prices Bill.

On the eighth day of the sitting (13 September), the National Assembly concluded discussing the Public Defender Bill.

On Voting Day (14 September), the National Assembly adopted the Public Administration Bill and the Civil Servants Bill in their entirety, and then went on to adopt the Competition Protection Bill, the Advertising Bill, the Consumer Protection Bill and the Prices Bill, and, finally, the Public Defender Bill.

After voting on all items from the agenda had ended, National Assembly Chairman Predrag Markovic concluded the Eleventh Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2005.
