Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013

At the request of the Government, the National Assembly Speaker, Dr Nebojsa Stefanovic, convened the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, for Monday, 1 July 2013, starting at noon.


The request to hold the extraordinary session specifies the following agenda:

1. Bill amending and modifying the Republic of Serbia 2013 Budget Law, with its accompanying Proposals of the Decisions granting consent to the Decisions amending and modifying the

1) Republic Pension and Disability Insurance Fund 2013 Financial Plan,
2) Republic Health Insurance Fund 2013 Financial Plan,
3) Fund for Social Insurance of Military Insured 2013 Financial Plan and
4) National Employment Service 2013 Financial Plan, submitted by the Government,

2. Bill amending and modifying the Budget System Law, submitted by the Government,
3. Bill amending the Pension and Disability Insurance Law, submitted by the Government,
4. Bill on the Assumption of Obligations of Roads of Serbia Public Enterprise toward Joint Stock Companies arising from Unsettled Debts and Transforming Said Obligations into the Public Debt of the Republic of Serbia, submitted by the Government,
5. Bill amending the Law on the Assumption of Obligations of Health Care Institutions toward Wholesale Pharmacies arising from Procurement of Medicines and Medical Material and Transforming Said Obligations into the Public Debt of the Republic of Serbia, submitted by the Government,
6. Accounting Bill, submitted by the Government,
7. Auditing Bill, submitted by the Government,
8. Factoring Bill, submitted by the Government,
9. Bill on the Confirmation of Annex 1 of the Economic and Technical Cooperation Agreement in the Field of Infrastructure between the Government of the Republic of Serbia and the Government of the People’s Republic of China, submitted by the Government, and
10. Bill on the Confirmation of the Agreement amending and modifying the Loan Agreement between the Republic of Serbia and the Republic of Italy for the Realisation of Programme “Assistance loans for small and medium-sized enterprises via the national banking sector and local development support via public utility enterprises”, submitted by the Government.

By a majority of votes, the National Assembly accepted the proposal of MP Ivan Bauer to complete a joint debate in principle and single debate on items 1, 2 and 3 on the agenda, joint debate in principle and single debate on items 4, 5, 9 and 10 on the agenda and a joint debate in principle on items 6, 7 and 8 on the agenda.

In the morning part of the proceedings the National Assembly commenced the joint debate in principle and single debate on items 1, 2 and 3 on the agenda, which were presented to the MPs by the representative of the submitter, Minister of Finance and Economy MA Mladjan Dinkic.
For the remainder of the day the National Assembly conducted the joint debate in principle and single debate on items 1, 2 and 3 on the agenda.

On the second day of the session, 2 July, the National Assembly continued the joint debate in principle and single debate on items 1, 2 and 3 on the agenda.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Ranka Savic, Sasa Milenic, Bojana Bozanic, Ivan Karic and Mirko Cikiriz, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Vesna Kovac, greeted the Diplomatic Academy attendees who were following part of the National Assembly session from the gallery of the Grand Hall, on the behalf of the MPs and herself.

By the end of the day, the National Assembly had concluded the joint debate in principle and single debate on items 1, 2 and 3 on the agenda.

On the third day of the session, 4 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dubravka Filipovski, Aleksandar Jugovic, Zlatko Dragosavljevic, Miljenko Dereta, Milica Vojic Markovic, Nedjo Jovanovic and Janko Veselinovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the morning part of the proceedings the National Assembly commenced the debate in detail on the Bill amending and modifying the Republic of Serbia 2013 Budget Law, with its accompanying Proposals of the Decisions granting consent to the Decisions amending and modifying the: 1) Republic Pension and Disability Insurance Fund 2013 Financial Plan, 2) Republic Health Insurance Fund 2013 Financial Plan, 3) Fund for Social Insurance of Military Insured 2013 Financial Plan and 4) National Employment Service 2013 Financial Plan.

By the end of the day the National Assembly had completed the discussion on the amendments submitted to the Bill.

Since the National Assembly had completed a debate in principle and in detail on the first item on the agenda for the session, National Assembly Speaker Dr Nebojsa Stefanovic set Friday, 5 July, 11 am, as Voting Day on the Bill amending and modifying the Republic of Serbia 2013 Budget Law, with its accompanying Proposals of the Decisions granting consent to the Decisions amending and modifying the: 1) Republic Pension and Disability Insurance Fund 2013 Financial Plan, 2) Republic Health Insurance Fund 2013 Financial Plan, 3) Fund for Social Insurance of Military Insured 2013 Financial Plan and 4) National Employment Service 2013 Financial Plan.


Voting Day

On Voting Day, 5 July, the National Assembly passed the Bill amending and modifying the Republic of Serbia 2013 Budget Law, by a majority of votes.
By a majority of votes, the National Assembly passed the Proposal of the Decision granting consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2013 Financial Plan, Proposal of the Decision granting consent to the Decision amending and modifying the Republic Health Insurance Fund 2013 Financial Plan, Proposal of the Decision granting consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2013 Financial Plan and the Proposal of the Decision granting consent to the Decision amending and modifying the National Employment Service 2013 Financial Plan.

On the fourth day of the session, 5 July, the National Assembly conducted and, by the end of the day, concluded the joint debate in principle and single debate on items 4, 5, 9 and 10 on the agenda. The bills were presented on the behalf of the submitter by Deputy Prime Minister for European Integration Suzana Grubjesic.

On the fifth day of the session, 9 July, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Vladimir Marinkovic, Jovan Palalic, Dubravka Filipovski, Nedjo Jovanovic and Mirko Cikiriz requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly commenced a joint debate in principle on items 6, 7 and 8 on the agenda for the session – the Accounting Bill, Auditing Bill and Factoring Bill. The bills were elaborated, on the behalf of the submitter, by MA Verica Kalanovic, Minister of Regional Development and Local Self-Government.

For the remainder of the day, the National Assembly conducted and concluded the joint debate in principle on items 6, 7 and 8 on the agenda for the session.

On the sixth day of the session, 10 July, the National Assembly completed a debate in detail on the Bill amending and modifying the Budget System Law, Bill amending the Pension and Disability Insurance Law and the Bill on the Assumption of Obligations of Roads of Serbia Public Enterprise toward Joint Stock Companies arising from Unsettled Debts and Transforming Said Obligations into the Public Debt of the Republic of Serbia.

The Chair, National Assembly Deputy Speaker Vesna Kovac, informed the MPs that the Eighth Extraordinary Session of the National Assembly in 2013 will be adjourned in order to hold the Fourth Special Sitting of the National Assembly in 2013, scheduled for Thursday, 11 July, starting at 1 pm.

On the seventh day of the session, 15 July, the National Assembly completed a debate in detail on the Accounting Bill, Auditing Bill, and the Factoring Bill.

As the National Assembly had completed the debate on all the items on the agenda for the session, and had already voted on item 1 on the agenda - the Bill amending and modifying the Republic of Serbia 2013 Budget Law, National Assembly Deputy Speaker Konstantin Arsenovic set Tuesday, 16 July 2013, as Voting Day on the remaining items on the agenda for the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, starting at 10 am.

On Voting Day, 16 July, by a majority of votes, the National Assembly adopted the Bill amending and modifying the Budget System Law, Bill amending the Pension and Disability Insurance Law, Bill on the Assumption of Obligations of Roads of Serbia Public Enterprise toward Joint Stock Companies arising from Unsettled Debts and Transforming Said Obligations into the Public Debt of the Republic of Serbia, Bill amending the Law on the Assumption of Obligations of Health Care Institutions toward Wholesale Pharmacies arising from Procurement of Medicines and Medical Material and Transforming Said Obligations into the Public Debt of the Republic of Serbia, submitted by the Government, Accounting Bill, Auditing Bill and the Factoring Bill.

The National Assembly also passed the Bill on the Confirmation of Annex 1 of the Economic and Technical Cooperation Agreement in the Field of Infrastructure between the Government of the Republic of Serbia and the Government of the People’s Republic of China and the Bill on the Confirmation of the Agreement amending and modifying the Loan Agreement between the Republic of Serbia and the Republic of Italy for the Realisation of Programme “Assistance loansfor small and medium-sized enterprises via the national banking sector and local development support via public utility enterprises”.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the Eighth Extraordinary Session and decided that the Rules of Procedure had been violated in seven instances.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Nebojsa Stefanovic concluded the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013.
