Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011

At the request of 122 MPs, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Wednesday, 20 July 2011, starting at 5.30 p.m.


At the request of 122 MPs, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Wednesday, 20 July 2011, starting at 5.30 p.m.

The request to hold the session set the following agenda:

1.The Energy Bill,

2.The Bill amending and modifying the Law on Air Transport,

3.The Bill amending and modifying the Law on Health Care,

4.The Bill amending and modifying the Law on Health Insurance,

5.The Bill amending the Law on the Ratification of the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment,

6.The Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and Government of the Republic of Cyprus in the Field of Defense,

7.The Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia, represented by the Ministry of Defense, and Government of the State of Kuwait, represented by the Ministry of Defense, on mutual cooperation in the field of defense,

8.The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Council of Ministers of the Republic of Albania on readmission of persons residing illegally, with the Protocol between the Government of the Republic of Serbia and Council of Ministers of the Republic of Albania on the implementation of the Agreement between the Government of the Republic of Serbia and Council of Ministers of the Republic of Albania on readmission of persons residing illegally.

The National Assembly accepted the proposal of National Assembly Deputy Speaker Gordana Comic to complete a joint debate in principle on items 3 and 4 on the agenda and a joint unified debate on items 5, 6, 7 and 8 on the agenda.

On the second day of work, 21 July, the National Assembly commenced work with a debate in principle on the Energy Bill, presented to the MPs by Minister of Infrastructure and Energy Milutin Mrkonjic, representative of the submitter.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups Svetlana Stojanovic, Dragan Todorovic, Marija Bugarcic and Zlata Djeric requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

By the end of the day, the National Assembly had completed the debate in principle on the Energy Bill, as well as a debate in principle on the Bill amending and modifying the Law on Air Transport, also presented by Minister of Infrastructure and Energy Milutin Mrkonjic, representative of the submitter.

On the third day of work, 22 July, the National Assembly conducted and concluded a joint debate in principle on the Bill amending and modifying the Law on Health Care and the Bill amending and modifying the Law on Health Insurance. Minister of Health Dr Zoran Stankovic briefed the MPs on the most important amendments and modifications to the laws.

On the fourth day of work, 25 July, the National Assembly continued the session with a joint unified debate on items 5, 6, 7 and 8 on the agenda for the Eighth Extraordinary Session. On the behalf of the submitter, the Bills were presented by Minister of Defense Dragan Sutanovac.

By the end of the day the National Assembly had completed joint unified debate on the Bill amending the Law on the Ratification of the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and Government of the Republic of Cyprus in the Field of Defense, Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia, represented by the Ministry of Defense, and Government of the State of Kuwait, represented by the Ministry of Defense, on mutual cooperation in the field of defense and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Council of Ministers of the Republic of Albania on readmission of persons residing illegally, with the Protocol between the Government of the Republic of Serbia and Council of Ministers of the Republic of Albania on the implementation of the Agreement between the Government of the Republic of Serbia and Council of Ministers of the Republic of Albania on readmission of persons residing illegally.

On the fifth day of work, 26 July, the National Assembly conducted a debate in detail on the Energy Bill and Bill amending and modifying the Law on Air Transport.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups Slobodan Samardzic, Balint Pasztor, Nikola Krpic, Nikola Novakovic, Dragan Todorovic and Nada Kolundzija requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

By the end of the day, the National Assembly had concluded the debate in detail on the two Bills.

On the sixth day, 27 July, the National Assembly continued the session with a debate in detail on the Bill amending and modifying the Law on Health Care and the Bill amending and modifying the Law on Health Insurance.

By the end of the day, the National Assembly had completed the debate in detail on the Bills amending and modifying the Law on Health Care and amending and modifying the Law on Health Insurance.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Thursday, 28 July, as Voting Day on all the items on the agenda for the Eighth Extraordinary Session of the National Assembly in 2011, starting at 10 a.m.

Voting Day

On Voting Day, 28 July, the National Assembly adopted the Energy Bill, Bill amending and modifying the Law on Air Transport, Bill amending and modifying the Law on Health Care and the Bill amending and modifying the Law on Health Insurance.

The National Assembly also adopted the Bill amending the Law on the Ratification of the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and Government of the Republic of Cyprus in the Field of Defense, Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia, represented by the Ministry of Defense, and Government of the State of Kuwait, represented by the Ministry of Defense, on mutual cooperation in the field of defense and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Council of Ministers of the Republic of Albania on readmission of persons residing illegally, with the Protocol between the Government of the Republic of Serbia and Council of Ministers of the Republic of Albania on the implementation of the Agreement between the Government of the Republic of Serbia and Council of Ministers of the Republic of Albania on readmission of persons residing illegally.

Since the National Assembly had completed the discussion on all the items on the agenda for the sitting and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011.
