Constitutional and Legislative Issues Committee Chairman Meets with Delegation of Office for Democratic Institutions and Human Rights

The Chairman of the Committee on Constitutional and Legislative Issues Djordje Komlenski met today at the National Assembly with a delegation of the Office for Democratic Institutions and Human Rights (OSCE/ODIHR) to discuss the organization’s project “Support for Elections in the Western Balkans”.


The Chairman of the Committee on Constitutional and Legislative Issues said that the National Assembly’s, especially the Constitutional and Legislative Issues Committee’s cooperation with ODIHR has been most successful and valuable for the National Assembly and that he expected it to continue in the times to come. He thanked ODIHR for its support to the improvement of the election process in Serbia and the states of the Western Balkans.

The Deputy Head of the OSCE/ODIHR Election Department Richard Lappin briefed his host on the activities planned for the three-year project “Support for Elections in the Western Balkans”. Lappin presented the three key areas covered by the project – election administration, electoral rolls and the role of the media in the election campaign. The project resulted from the recommendations ODIHR gave the states of the Western Balkans on how to improve their election process, said Lappin.

Speaking of the role of the Committee on Constitutional and Legislative Issues in the legislative process and possible amendment of the election legislation, Komlenski said that the Committee’s scope in that area is limited, seeing how the right to nominate belongs to the nominators authorized by the Constitution – each of the MPs, the Government of the Republic of Serbia, Assembly of AP Vojvodina and no less than 30,000 voters.

Komlenski opined that the election procedures are very well regulated and a lot has been done in the previous period to advance the election process, especially as regards updating the electoral roll.

Coordinator of project “Support for Elections in the Western Balkans” Raul Muresan said that the best recommendation for Serbia, as well as the rest of the states of the Western Balkans, is to do a comprehensive analysis of their entire legislation and based on the results to amend the election legislation in accordance with the other laws and regulations.

The officials agreed that the amendments the Serbian election system needs are technical and easily applicable and it is essential to avoid politicizing them.
