The 35th Plenary Session of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), chaired by Serbia in the first half of 2010, was ceremonially opened today. The National Assembly of the Republic of Serbia is hosting the conference from 1 to 3 June.

In her address at the ceremonial opening of the plenary session, the NARS Speaker expressed her belief that the Assembly would provide the opportunity for a fruitful exchange of experiences and deepening of parliamentary cooperation between the member states of the Parliamentary Assembly of the Black Sea Economic Cooperation. “As you well know, from the moment it joined the organisation, the Republic of Serbia has advocated developing and strengthening friendly and good-neighbourly relations with PABSEC member states. This attitude is based on the belief that direct contacts among national representatives can best transform friendship and the need for international cooperation into concrete initiatives that would contribute to universal development in all spheres.”

Speaking of the results of the Serbian chairmanship, Djukic-Dejanovic stressed: “Since European Union membership and inclusion into European trends are one of the Republic of Serbia’s foreign policy priorities, our delegation to the PABSEC strongly endorses the deepening of cooperation between the Parliamentary Assembly of the Black Sea Economic Cooperation and the European Parliament, institutionalisation of said cooperation, strengthening regional cooperation, as well as PABSEC’s place on the international scene”.

Stressing the importance the main topic of the conference has for Serbia (“Role of Parliaments in Strengthening the Principle of International Law”) the Assembly Speaker said: “We have confirmed the importance of observing international law and its norms by requesting the opinion of the supreme legal instance – International Court of Justice on the unilateral declaration of Kosovo independence. We believe that the ruling of the International Court of Justice would make room for the continuation of dialogue as the most efficient and optimal way to reach a sustainable and lasting solution based on compromise”.

The General Assembly will consider and adopt the following recommendations: food safety in BSEC member states, legal framework for state regulation of civil aviation in BSEC member states and protection of women against violence in BSEC member states.

About 140 parliamentary representatives of 12 countries of the wider Black Sea region are taking part in the conference.

PABSEC is one of four related bodies of the Organisation of the Black Sea Economic Cooperation and represents an important forum for cooperation of the member states’ parliaments with the task of stimulating and developing cooperation on creating and strengthening a favourable political and economic climate in the region. Serbia enjoys full membership since October 2004.
