Agriculture, Forestry and Water Management Committee and Environmental Protection Committee Members Talk to Subotica Local Self-Government Representatives

Members of the Agriculture, Forestry and Water Management Committee and Environmental Protection Committee met on 23 and 24 September on Palic, with representatives of the Subotica local self-government to discuss the agricultural and environmental protection problems troubling Subotica.


The meeting was opened by the Mayor of Subotica, Modest Dulic who spoke about agricultural production as a very important branch of economy in Subotica, the tourist potential of Palic and plans how to deal with the pollution of lake Palic.
The local self-government representatives briefed the members of the two committees on the specific problems troubling the local farmers and how the state-owned agricultural land in Subotica is used, organised and protected. The members of the Subotica City Council spoke about the public invitation to exercise the right to preemption for the lease of state-owned agricultural land which should be uniform for all participants. By-laws need to be passed and the local self-governments should be given broader authority in signing lease contracts, said the local self-government representatives. They also discussed the outstanding problem of agricultural land used by religious communities, pointing out the need for closer communication between the Republic Geodetic Authority and local self-governments on harmonising land class and culture in the cadastre when the purpose of the land is changed, the need to raise wind-protection perimeters and destroy allergen plants growing in unprotected areas.
The officials also raised the issue of rehabilitating lake Palic and the development plan for the Palic tourist park. They pointed out that the local self-government needs to cooperate with the Ministry of Agriculture, Forestry and Water Management and draft a master plan for the rehabilitation of the lake.
The Chairperson of the Environmental Protection Committee Milica Vojic Markovic asked whether there was a project for the rehabilitation of lake Palic and what the procedure was for project consent and securing project funding sources. The members of the Agriculture, Forestry and Water Management Committee Arpad Fremond, Karolj Cizik, Snezana Bogosavljevic Boskovic, Ruzica Igic and Sinisa Lazic raised the issue of farming agricultural land used by religious communities, drawing attention to the fact that the land is used without remuneration. The Committee members also said that the Tisa-Palic canal problem needs to be resolved, also asking how cattle farming is supported and whether there are any stimuli for the development of cattle farming. The Committee members also had questions about the registration of cattle farming facilities, criteria for the registration of cattle framing households in Sombor and their influence on the environment in urban areas.
The members of the two committees, representatives of the local self-government and NGOs also pointed out the need for closer cooperation between the local authorities and the Ministry of Agriculture, Forestry and Water Management and inclusion of all stakeholders into the drafting process of laws drafted at the level of working groups.
In addition to the members of the two committees and local self-government representatives, the meeting was also attended by representatives of the Agricultural Land Directorate and Veterinary Directorate, Environmental Protection Agency, Republic Water Management Inspection, Republic Water Directorate, NGOs and representatives of local agricultural producers.
The meeting was held with the support of project Strengthening the Oversight Role and Transparency of the National Assembly of the Republic of Serbia, conducted by the United Nations Development Programme (UNDP) and the National Assembly, and funded by the Swiss Agency for Development and Cooperation (SDC).
