97th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 2 December, the members of the Committee on Finance, State Budget and Control of Public Spending considered a number of the bills on the agenda of the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019 in detail.


Before opening a discussion on the agenda, the Committee accepted the proposal of Committee Chairperson Dr Aleksandra Tomic to complete a joint debate on items 10 and 11 and items 12 and 13 on the agenda.

Of the 14 amendments submitted to the Bill amending and modifying the Law on Mandatory Social Insurance Contributions, the Government and the Committee accepted one, the amendment submitted to Article 6, with correction, by MP Dr Aleksandar Martinovic.

The Government and the Committee accepted none of the 23 amendments submitted to the Bill amending and modifying the Law on Tax Procedure and Tax Administration.

Of the 17 of the amendments submitted to the Bill amending and modifying the Personal Income Tax Law, the Government and the Committee accepted two, the amendments submitted to Article 5 and Article 10, with correction, by MP Dr Aleksandar Martinovic.

Of the 31 amendments submitted to the Bill amending and modifying the Law on Republic Administrative Fees, the Government and the Committee accepted one, the amendment submitted to Article 54by MP Dr Aleksandar Martinovic.

Of the 23 amendments submitted to the Bill amending and modifying the Property Tax Law, the Government and the Committee accepted four, the amendments submitted to articles 8, 9, 14 and 15 by MP Dr Aleksandar Martinovic.

The Government and the Committee did not accept the one amendment submitted to the Bill on the Expiration of the Law on Temporary Regulation of Salary and Other Steady Income Calculation and Payment Bases of Public Fund Users.

The Government and the Committee accepted none of the 11 amendments submitted to the Bill amending and modifying the Corporate Tax Law.

The Government and the Committee accepted none of the 12 amendments submitted to the Bill amending and modifying the Law on Taxes on Use, Possession and Carrying of Goods.

The Committee members went on to grant consent to the Fiscal Council 2020 Financial Plan Proposal accompanied by the Fiscal Council 2020 HR Plan Proposal, submitted by the Fiscal Council and formulated the Proposal of the Decision to Grant Consent to amend certain expenditures with no change to the overall expenditure and overall income of the Regulatory Authority for Electronic Media 2019 Financial Plan and the Proposal of the Decision to Grant Consent to the Regulatory Authority for Electronic Media 2020 Financial Plan, submitted by the Regulatory Authority for Electronic Media.

The Committee also formulated the Proposal of the Decision to Grant Consent to the Energy Agency of the Republic of Serbia 2020 Financial Plan and the Proposal of the Decision to Grant Consent to the Energy Agency of the Republic of Serbia 2019 Financial Plan Rebalance, submitted by the Energy Agency of the Republic of Serbia, and granted consent to the Securities Commission 2020 Financial Plan, submitted by the Securities Commission.

The proposed documents were presented by representatives of the submitters Fiscal Council member Nikola Altiparmakov and Fiscal Council secretary Zlatiborka Andrejic, Milina Raca and Rastko Stefanovic of the Regulatory Authority for Electronic Media, President of the Council of the Energy Agency of the Republic of Serbia Dejan Popovic and Council members, as well as the Chairman of the Securities Commission Marko Jankovic.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic and attended by the following Committee members and deputy members: Zoran Bojanic, Olivera Pesic, Srbislav Filipovic, Tanja Tomasevic Damnjanovic, Sonja Vlahovic, Momo Colakovic, Snezana R. Petrovic, Gorica Gajic and Djordje Milicevic.
