61st Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 6 December 2018, the members of the Committee on Finance, State Budget and Control of Public Spending reviewed the decision proposals on the State Audit Institution (DRI) and Fiscal Council financial plans.


DRI Council President Dusko Pejovic presented the Proposal of the Decision on the State Audit Institution 2018 Financial Plan with projections for 2019 and 2020 and the Proposal of the Decision on the State Audit Institution 2019 Financial Plan with projections for 2020 and 2021.

He said that the 2018 Financial Plan was submitted for consideration in November 2017, however the budget reserves for salaries and accompanying taxes and employer contributions had gone up in the meantime – the 665 million RSD is now 701,986,000 RSD, 520,478,000 of which is for salaries and 92,947,000 for accompanying taxes and employer contributions, positions 411 and 412.

Pejovic went on to present the Proposal of the Decision on the State Audit Institution 2019 Financial Plan with projections for 2020 and 2021 – of the planned 745,250,000, 555,484,000 RSD is for salaries 99,432,000 RSD for contributions. He said that the funds cover the gross income of all 311 DRI employees with a 7% increase for 2019.

Following a discussion the Committee members accepted the Proposal of the Decision on the State Audit Institution 2018 Financial Plan with projections for 2019 and 2020 and the Proposal of the Decision on the State Audit Institution 2019 Financial Plan with projections for 2020 and 2021.

The Fiscal Council 2018 Financial Plan Proposal accompanied by the Fiscal Council 2018 HR Plan Proposal and the Fiscal Council 2019 Financial Plan Proposal accompanied by the Fiscal Council 2019 HR Plan Proposal were presented by Fiscal Council member Nikola Altiparmakov.

He said that of the 17 positions envisaged by the 2018 HR Plan, eight have been filled. The plan proposed 42 million RSD – 24 million for salaries and 12.7 million for contractual services. The funds were insufficient so the Fiscal Council, in agreement with the Ministry of Finance, redirected funds and secured 25 to 25.5 million RSD for the purpose. Altiparmakov said that the 2019 plan envisages 43 million RSD for the operation of the Fiscal Council which is an adequate amount. 27 million RSD would go to salaries, if the Council is granted permission to add one new staff member, the funds for which would be secured from savings. He went on to say that due to the imminent opening of EU Negotiation Chapter 17 which the Fiscal Council is involved in, the number of business trips would go up and with it the expenses for the purpose.

Following a discussion, the Committee members accepted these two proposals as well.

The Committee went on to note the termination of office of National Bank of Serbia Council member Ivan Nikolic due to the expiry of his term of office.

Committee Chairperson Dr Aleksandra Tomic informed the members that the Committee would, pursuant to Article 22 of the Law on the National Bank of Serbia, launch the proceedings for the election of NBS Council member and forward a memo to all the parliamentary groups in the National Assembly to submit candidate proposals within 10 days.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic and was attended by the following Committee members and deputy members: Goran Kovacevic, Zoran Bojanic, Momo Colakovic, Srbislav Filipovic, Sonja Vlahovic, Olivera Pesic, Vojislav Vujic, Dr Milorad Mijatovic, Milan Lapcevic, Zoran Despotovic and Tanja Tomasevic Damnjanovic.
