The bills were presented by Minister of Finance Lazar Krstic as representative of the submitter, with the President of the Serbian Fiscal Council Pavle Petrovic providing an assessment of the Republic of Serbia 2014 Budget Bill and 2014 Fiscal Strategy with projections for 2015 and 2016.
In the course of the discussion on the tax bills and the Republic of Serbia 2014 Budget Bill, the Committee members shared different views on the bills’ impact and their financial efficacy and social responsibility.
Following a long debate, the Committee members adopted, in principle, the Bill amending and modifying the Budget System Law, Bill amending the Law on Pension and Disability Insurance, Bill amending and modifying the Personal Income Tax Law, Bill amending and modifying the Tobacco Law, Bill amending the Value Added Tax Law, Bill amending and modifying the Corporate Income Tax Law, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Contributions for Mandatory Social Security Insurance, Bill amending and the Law on Salaries of Civil Servants and Employees, Bill on Reduction of Net Wages for Public Sector Employees, Bill amending the Law on Property Restitution and Compensation and the Republic of Serbia 2014 Budget Bill with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2014 Financial Plan, Proposal of the Decision granting consent to the Republic Health Insurance Fund 2014 Financial Plan, Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2014 Financial Plan and the Proposal of the Decision granting consent to the National Employment Service 2014 Financial Plan.
The Committee members also adopted the Proposal of the Decision granting consent to the Decision amending and modifying the Republic Health Insurance Fund 2013 Financial Plan and the Proposal of the Decision granting consent to the Decision amending and modifying the National Employment Service 2013 Financial Plan, submitted by the Government.
The Committee also noted the termination of the office of National Bank of Serbia Governor’s Council member, MA Ivan Nikolic.
At the proposal of Committee member Bozidar Djelic, the Committee decided to hold a Committee sitting before the Republic of Serbia 2014 Budget Bill is discussed in principle at the plenary session, to review the budgetary allocations for the coming year for the Republic Pension and Disability Insurance Fund, Republic Health Insurance Fund and the National Employment Service with their respective representatives.
