56th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the 53rd sitting, held on 20 September 2018, the members of the Committee on Finance, State Budget and Control of Public Spending reviewed the Proposal of the Decision to Grant Consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2018 Financial Plan and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of San Marino on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income, submitted by the Government.


Committee Chairperson Dr Aleksandra Tomic said that the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction had already considered the Proposal of the Decision to Grant Consent to the Decision amending and modifying the Republic Pension and Disability Fund 2018 Financial Plan and submitted a Report to the Committee on Finance, State Budget and Control of Public Spending proposing that the Decision Proposal be accepted.

The Proposal of the Decision to Grant Consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2018 Financial Plan was presented by representatives of the submitter State Secretary at the Ministry of Finance Jelena Tanaskovic and Director of the Pension and Disability Insurance Fund Dragana Kalinovic.

Tanaskovic explained the legal grounds for drafting a new Pension and Disability Insurance Fund financial plan stating that in the first seven months of the year the planned income from taxes and contributions have gone up by 1.80% i.e. 7.6 billion RSD which made it possible to draft a new financial plan and increase the pensions starting from 30 September. 4.5 billion RSD, as well as additional two billion from the budget are available for the pension rise. She went on to add that the budget allocations for pensions are at an all-time low – 28.9%, while 68.5% come from taxes and contributions.

Director of the Pension and Disability Insurance Fund Dragana Kalinovic said that the fund had reduced its expenses concerning forced collections in the first eight months of the year, primarily in the case of retired military personnel, because the Government had resolved the problem systemically as far back as 2015 resulting in almost 7 billion RSD in savings.

Following a debate the Committee members accepted the Proposal of the Decision to Grant Consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2018 Financial Plan by majority vote.

Having heard the representative of the submitter of the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of San Marino on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income, the Committee members accepted it as well.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic and was attended by the following Committee members and deputy members: Goran Kovacevic, Milan Lapcevic, Zoran Bojanic, Sonja Vlahovic, Vojislav Vujic, Olivera Pesic, Prof. Dr Vladimir Marinkovic, Milorad Mircic, Miljan Damjanovic and Momo Colakovic.
