50th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 22 May, the Committee on Finance, State Budget and Control of Public Spending discussed the Activity Report on the Republic Commission for the Protection of Rights in Public Procurement Procedures, for the period 1 July - 31 December 2014, Report of the Public Procurement Administration on the conducted supervision of the implementation of the Public Procurement Law in 2014 and the Report on conducted procurements in the field of defence and security in 2014 by Ministry of Defence – Administration for the Execution of Criminal Sanctions.


Elaborating on the Report, the Director of the Republic Commission for Protection of Rights in Public Procurement Procedures Sasa Varinac pointed out the trend of growth in the number of cases and that the Commission had in the period in question made 1420 decisions on various acts. All the decisions and details concerning them are presented in the Report. The Commission has also forwarded proposals for the amendment of the Law to the Committee’s Working Group for the drafting of the law amending and modifying the Public Procurement Law.

The debate touched on some of the cases of public procurements conducted. The Committee members stressed that the Report is very important for the Working Group which will use it for the drafting of the law amending and modifying the Public Procurement Law. The Committee will formulate the Conclusion Proposal on the reviewed Activity Report on the Republic Commission for the Protection of Rights in Public Procurement Procedures, for the period 1 July - 31 December 2014, at one of the coming sittings.

The Report of the Public Procurement Administration on the conducted supervision of the implementation of the Public Procurement Law in 2014 was presented by its Director, Dr Predrag Jovanovic. He stressed that 4,933 subjects have submitted reports on public procurements in the last year, which is 51% more than the year before. The increased reporting discipline is the result of the Administration’s activities through the application of mechanisms and authority at its disposal, said the Director. Jovanovic also stressed that the transparency of the public procurement procedures has increased in the previous year. The Public Procurement Portal is an exceptionally important source of information for the supervision and oversight over the implementation of the Public Procurement Law, and is also a place to publish ads and other documents, and search through public procurements.

In the course of the discussion the Committee members learned more about the suppression of corruption in the public procurement processes, planning of public procurements and the clients’ abiding by the deadline for the adoption of a public procurement plan as stipulated by law. Following the discussion, the Committee adopted the Report of the Public Procurement Administration on the conducted supervision of the implementation of the Public Procurement Law in 2014.

The Committee members then reviewed and adopted the Report on conducted procurements in the field of defence and security in 2014 by Ministry of Defence – Administration for the Execution of Criminal Sanctions, elaborated by the representative of the Administration for the Execution of Criminal Sanctions Milan Tanaskovic.

The sitting was chaired by Committee Chairman Veroljub Arsic.
