49th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 1 October, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications reviewed the Regulatory Agency for Electronic Communication and Postal Services (RATEL) 2018 Activity Report, as well as the Ministry of Trade, Tourism and Telecommunications activity reports for the period 1 January 2019 – 31 March 2019 and 1 April - 30 June 2019.


The Regulatory Agency for Electronic Communication and Postal Services 2018 Activity Report was presented by RATEL Director Dr Vladica Tintor who said that RATEL’s 2018 activities focused on maintaining a competitive market, improving the working conditions for the operators on the telecommunication and postal service market, improving the protection of end-users, improving the quality of services and promoting information security.

Speaking of regulatory activities in 2018, 15,269 individual licences for the use of radio frequencies were issued, while 6,295 were revoked. In November 2018, the first temporary licence for the use of radio frequency was issued to T-DAB radio station launching the test phase of the introduction of terrestrial digital audio broadcasting in Serbia. The total income in 2018 was 2,071,777,422.28 RSD, with an expenditure of 840,235,793.51RSD. The difference was paid into the Republic of Serbia and AP Vojvodina budget and earmarked for the improvement and development of communication and information society.

Following a brief discussion, the Committee members proposed that the National Assembly accept the Regulatory Agency for Electronic Communication and Postal Services 2018 Activity Report.

The Ministry of Trade, Tourism and Telecommunications activity reports for the period 1 January 2019 – 31 March 2019 and 1 April - 30 June 2019 were presented by representatives of the Ministry of Trade, Tourism and Telecommunications. Assistant Minister Sava Savic informed the Committee members about the Ministry’s legislative and project activities in the sector of information society and security, while senior advisors Tatjana Andan and Marija Vucinic spoke about the e-communication and postal service activities in the reporting periods.

Following the detailed presentation, the Committee members proposed that the National Assembly accept the Ministry of Trade, Tourism and Telecommunications activity reports for the period 1 January 2019 – 31 March 2019 and 1 April - 30 June 2019.

The sitting was chaired by Committee Chairperson Katarina Rakic and attended by the following Committee members and deputy members: Dr Vladimir Orlic, Ognjen Pantovic, Krsto Janjusevic, Milan Ljubic, Jovica Jevtic, Dr Danijela Stojadinovic, Snezana B. Petrovic and Dalibor Radicevic.
