45th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 19 April, the members of the Committee on Finance, State Budget and Control of Public Spending reviewed the Energy Agency of the Republic of Serbia 2018 Financial Plan.

Presenting the Financial Plan, Dejan Popovic, President of the Council of the Energy Agency of the Republic of Serbia, said that the Agency is operating according to the last adopted plan, the one from 2015. To date, the expenses have increased, especially as regards the realization of the project funded by IPA, for which one tranche will soon be due and without a new plan the Agency does not have the funds to pay it. The Agency’s institutional capacities also need to be strengthened and due to an increase in duties, new staff should be recruited. The Agency is not funded by the state budget, said Popovic, it is financially independent and funded by the licensing fees and transfer network system.

Dejana Stefanovic Kostic, member of the Council of the Energy Agency of the Republic of Serbia, presented the Agency’s balance stating that the biggest proportion of the Agency’s income comes from regulatory fees, and the biggest expenses go to leasing and salaries. Speaking of non-production services, the biggest expense is the realization of the 2014 IPA project, and for the development of ERU capacities, said Stefanovic Kostic.

Following a debate the Committee members unanimously adopted the Proposal of the Decision to grant consent to the Energy Agency of the Republic of Serbia 2018 Financial
