37th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 27 November, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications considered the Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crew and Tachographs, Bill amending the Law on Communal Activities and the Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre.


The Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crew and Tachographs was presented by Olivera Stevic, representative of the Ministry of Construction, Transport and Infrastructure who said that the National Assembly had passed the Law on Working Hours of Road Transport Vehicle Crew and Tachographs on 4 December 2015 to improve road traffic safety and the health and safety of the crew manning 305-plus ton vehicles and buses. The amendments and modifications to the Law allow for the expansion of the existing digital tachograph system i.e. sets the ground for the issuance of a new generation of tachograph cards by the Road Traffic Safety Agency, the authority in charge of tachograph card issuance. As a consequence of the continued harmonization of national and EU regulations, this Bill also amends the penalty regulation with the fines going up for all infringements by corporate and legal entities. The Bill will to a great extent harmonize the national legislation with the EU acquis.

The Bill amending the Law on Communal Activities was presented by Biljana Miladinovic, representative of the Ministry of Construction, Transport and Infrastructure who said that the amendment enables the adequate regulation of communal activities such as potable water supply, city and suburban passenger transport by trolleybuses and trams by allowing public sector entities to sign contracts concerning communal activities with other private or public entities to overcome the problems in the field.

The Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre was presented by Bojana Jaksic Kovacevic of the Republic Geodetic Authority who said that the amendments are needed for the sake of rapprochement with the new provisions of the Law on Electronic Government and the Law on General Administrative Procedure, as well as to adjust some of the provisions of the current Law with practical needs so as to improve the efficiency and expedience of the real estate cadastre.

Following a short debate, the Committee members proposed, by majority vote, that the National Assembly accept the bills in principle.

The sitting was chaired by Committee Chairperson Katarina Rakic and attended by the following Committee members and deputy members: Ivana Nikolic, Ivana Stojiljkovic, Dalibor Radicevic, Vladimir Orlic, Ognjen Pantovic, Jasmina Karanac, Stefana Miladinovic, Dragan Jovanovic and Snezana B. Petrovic.
