32nd Sitting of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction

At the sitting held on 9 December, the members of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction talked with representatives of relevant ministries, employers and trade unions about the imminent amendments and modifications to the Labour Law.


The sitting was attended by all the relevant actors for the adoption of the amendments and modifications to the Labour Law: representatives of the Ministry of Labour, Employment and Social Policy, representative trade unions – United Branch Trade Union Independence and Alliance of Independent Unions of Serbia and a representative of employers, who took part in the debate with the Committee members.
State Secretary at the Ministry of Labour, Employment and Social Policy Zoran Martinovic presented the directions the amendments to the Labour Law are planned to take. The goal of the amendments and modifications to the Labour Law, said Martinovic, is to continue the labour law reform, increase employment, reduce illegal employment and improve the economic environment for foreign investment.
The President of the United Branch Trade Union Independence Branislav Canak and the President of the Alliance of Independent Unions of Serbia Ljubosav Orbovic gave their opinion on the planned amendments and modifications to the Labour Law. The representatives of these trade unions had left the Working Group for the drafting of the amendments and modifications to the Labour Law. They criticised the planned amendments and modifications to the Law saying that they make the position of the employees and the trade unions more difficult.
The President of the Union of Employers of Serbia Nebojsa Atanackovic, member of the Working Group for the drafting of the amendments and modifications to the Labour Law, also spoke about the upcoming amendments and modifications to the Labour Law. He stressed that the Labour Law needs to be amended for the sake of harmonisation with European legislation.
In the course of the debate the Committee members also received detailed information about some of the provisions of the planned amendments and modifications to the Labour Law. They also stressed that all the concerned parties and relevant actors need to take part in the labour law drafting process.
The Committee members agreed to organise a public hearing immediately after the work on the text of the Draft Law amending and modifying the Labour Law has been completed.
