31st Sitting of the of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction

At the sitting held on 26 November 2018, the members of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction reviewed the Republic of Serbia 2019 Budget Bill – Section 30 - Ministry of Labour, Employment, Veteran and Social Affairs, with the accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2019 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2019 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2019 Financial Plan.


Committee Chairperson Milanka Jevtovic Vukojicic said that the 2019 Budget Bill proposes 1,246.2 billion RSD overall income and 1,129.1 billion RSD expenses, which is a 22.9 billion RSD of deficit i.e. 0.4% GDP for 2019. 124,328,739,000 RSD was allocated to Section 30 - Ministry of Labour, Employment, Veteran and Social Affairs.

The Bill was presented by State Secretary at the Ministry of Finance Jelena Tanaskovic who said that the proposed budget is balanced and characterized by a social aspect related to improved living standards accompanied by a rise in salary and pensions, and a developmental aspect as it has substantial allocations for capital investments which will in turn promote GDP growth.

The State Secretary said that the 2019 budget proposal ensures improved living standards via a salary and pension rise by about 1.3% of GDP. In the 2019 Budget, 181.4 billion RSD was secured for pension payments i.e. 563.2 billion RSD, which is 35 billion RSD more than in 2018.

She said that starting from 1 January 2019 the public sector salaries are to go up by 7 to 12%, adding that 294 billion RSD was allocated for public sector salaries, while the total salary fund at the level of the state is 501.7 billion RSD which is 33 billion RSD more than in 2018. The State Secretary said that the 2018 minimum wage of 143 RSD per hour will with the proposed amendments for 2019 be raised to 155 RSD per hour i.e. by 8.1%, reaching 27.022 RSD.

Tanaskovic went on to say that 99.3 billion RSD was allocated for social welfare, and the amounts allocated for capital investments and agricultural stimulus packages are also higher than last year.

Following a constructive discussion the Committee members accepted the Budget Bill by majority vote.

The Committee went on to review the civic petitions and proposals it had received and forwarded them along for further handling.
