31st Sitting of the Committee on Finance, State Budget and Control of Public Spending
At the sitting held on 23 November, the Committee on Finance, State Budget and Control of Public Spending considered three bills proposed for the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017.
Following a discussion the Committee members unanimously accepted the Bill.
The Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt-am-Main and the Republic of Serbia, represented by the Minister of Finance for the Programme Water Supply and Sewerage in Medium-Sized Municipalities in Serbia V was presented by Branko Drcelic, acting head of the Ministry of Finance Public Debt Directorate, who said that the loan would be funding water supply projects in four municipalities in Serbia - Kikinda, Paracin, Vrbas and Knjazevac. This, fifth loan taken from KfW, concerns 17 million EUR, with a 10-year payback period and five-year grace period with a fixed interest rate of 1.1% per annum. The loan is to be paid back by the public utility enterprises in the municipalities where the project is to be realized which will pay into the Republic budget, and the Republic will then pay the debt to the creditor. Kikinda is to get a new water processing plant, Paracin will be replacing the waterworks pipe network, Vrbas will be getting new wells and waterworks for five neighbouring villages, and Knjazevac will be replacing the waterworks pipe network and getting a new supply network. The project drafting deadline is two and a half years from the ratification of the loan agreement.
Following a short discussion the Committee members accepted the Bill by majority vote.
The Bill on the Confirmation of the Agreement amending and modifying financial agreements 23.761, 24.745, 25.002, 25.198, 25.497, 25.610, 25.872, 81.657 and 82.640 between the Republic of Serbia and the European Investment Bank was also presented by Branko Drcelic, acting head of the Ministry of Finance Public Debt Directorate. He said that loans with the European Investment Bank are very favourable, however, the need to ratify this agreement arises from changes in the financial organization’s internal procedures which called for establishing legal grounds for the Republic Commission for the Protection of Rights in Public Procurement Procedures to act on potential complaints.
Following a debate the Committee members unanimously accepted the Bill.
The sitting was attended by the following Committee members and deputy members: Momo Colakovic, Veroljub Arsic, Dr Milorad Mijatovic, Srbislav Filipovic, Sonja Vlahovic, Zoltan Pek, Olivera Pesic, Djordje Milicevic, Snezana R. Petrovic and Goran Ciric.
The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic.
