30th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 21 September, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications considered the Bill on the Confirmation of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009, submitted by the Government.


The Bill was presented by representatives of the Ministry of Construction, Transport and Infrastructure who emphasized its importance since the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships is a unique instrument which comprehensively regulates the safe and environmentally sound recycling of ships ensuring that once ships are recycled at the end of their service years they pose no unnecessary threats to human health and safety or the environment. The problem of unsafe ship recycling was noted by the end of the previous century with the first negative impacts being published in the 1980s when barrels of toxic waste were discovered on tropical beaches as well as vehicles loaded with toxic waste in developing countries. The Convention set universal rules concerning the safe and environmentally sound recycling of ships for the first time and the Ministry representatives made sure to impress on the attending that it would be implemented within the country. Following the presentation the Committee unanimously accepted the Bill.

The Committee members went on to review the Bill on the Confirmation of the Acts of the Universal Postal Union. The Bill aims to make sure the country fulfils its international obligations assumed by its membership in the Universal Postal Union. Following a presentation, the Committee accepted the Bill.

The Committee also reviewed the Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, submitted by the Government. Since there was no actual regulation concerning transport between Serbia and Azerbaijan it was necessary to sign this Agreement and provide the legal framework to advance bilateral trade and economic exchange. The Committee members unanimously accepted the Bill.

The sitting was chaired by Committee Chairperson Katarina Rakic, and attended by the following Committee members and deputy members: Dalibor Radicevic, Dr Vladimir Orlic, Ognjen Pantovic, Jasmina Karanac, Olivera Pesic, Stefana Miladinovic, Jovica Jevtovic and Snezana B. Petrovic.
